FRPP Reporting

  • Inquiries from GSA in Jan/Feb 2011

  • More detailed responses were requested than in the past

    • Not enough to verify the data was correct

    • Asked to provide detailed explanations

  • Questions on individual assets


Inquiries from GSA

  • Operating Cost

    • FY09 active assets to FY10 inactive or excess assets – Why did the operating cost not decrease?

    • FY09 inactive to FY10 excess assets – Why did the operating cost increase?

    • FY09 inactive to FY10 inactive assets – Why did the operating cost increase?

    • FY09 excess to FY10 excess – Why did the operating cost increase?

    • Explain increase in operating cost for under-utilized assets

    • Why did operating cost significantly increase for leased assets


Inquiries from GSA

  • FY09 excess to FY10 active or inactive – Why asset was removed from excess status?

  • FY09 to FY10 changes in GSF and acreage

  • Specific questions on individual assets with focus on excess assets


Inquiries from GSA

  • Disposition

    • Question “Negotiated Sale” as a disposition method

      • Public Benefit Conveyance Negotiated Sale should have been used

    • Provide specific details on “Other” dispositions

      • Contact Phil Dalby, Mark Gordy, or Gayle Smith to discuss

    • Low sales price and net proceeds for assets disposed via sales

    • Detail review of dispositions between 2006 and 2010

      • Asked to provide details on specific properties


FIMS Data Analysis

We will do similar types of analysis prior to the FRPP submission

Focus on any numeric variance more than 25% from previous year

Sites should begin looking for these types of conditions prior to our year-end analysis

Continue to use the Notes field to record explanations for Admin Corrections, Other Dispositions, or any other noteworthy info


Data Quality Concerns

  • Land

    • Focus on ownership, acreage

  • Leases

  • Cool Roof

    • Planned Cool Roof date must reflect fiscal year when cool roof technology will be completed. Should not reflect a prior year.

    • Only input Vegetative, Reflective, or Photovoltaic GSF when the technology is in place

  • New records were added 1 or 2 days prior to the year-end snapshot

  • Archiving next fiscal year assets prior to year-end snapshot
