Energy Security • Energy security consist of energy sustainability and energy surety • Energy Security Definition • QDR 2010 – “Energy security for the DoD means having assured access to reliable supplies of energy” • Energy Sustainability • Primary focus on Mission Assurance • Augment commercial power with renewable energy sources • Resilient power systems and equipment to critical mission facilities • Reliable backup power for critical missions

Energy Security, Cont • Energy Surety • A part of Mission Assurance • Sustaining critical operations • Future of how AF does business hinges on the proper definition • Impact on critical mission backup power systems • Impacts on Defense Critical Assets protection • Impacts on electrical system resiliency, reliability, and efficiently • Economics – Putting a price on risk • Mission Assurance requires a holistic integrated systems approach vice single installation approach

Energy Security, Cont • Solar Power • Joint Base McGuire-Dix-Lakehurst • McGuire – 6.0 MW ground plus roof mount PV array • Lakehurst – 5.5MW PV array • Wind Power • Cape Cod - Two wind generators and two in design • Acension Island • Protection devices failed resulting in reverse current flow • Renewable Challenges • Energy storage, generation in less than ideal conditions, maintenance

Challenges • Aging utility infrastructure outside cantonment area • Reduced reliability • More vulnerable to damage/longer outage periods • Its not just about electrical power • Water quality and availability • Cannon AFB, Goodfellow AFB, Mountain home AFB • Airfield energy encroachment • High population density/rapid growth

  6. Way Ahead • Develop an energy security system model consistent with Mission Assurance sustainability requirements and Energy Security policy definitions • Ex: smaller microgrids (2 or 3 buildings) within base grid with inter connect capability • Lower cost of implementation and optimal use of existing generator inventory • Ex: water sustainability through utility negotiation, acquisition, or other means • Need unconventional options on the table
