  3. MISSION The mission of the WHO CC is to promote and extend the WHO Public Health approach for Palliative Care, elaborating and disseminating knowledge and cooperation

  4. Main issue: Palliative Care as an element of the National Health Care System

  5. Help country representatives to design and start (and evaluate) Palliative Care Programs and Services • Build up Programs and Services with a Public Health vision and values • Start (or continue) benchmark process of cooperation between General Objectives ICO DiR.   6. Design the elements of a National Plan • Answer questions and dilemmas in the implementation • Build up an action Plan for every aspect for 1-2 years Specific Objectives ICO DiR. The ‘Qualy’ End of Life Care Observatory - WHO Collaborating Centre for Public Health Palliative Care Programmes

  7. Clear leadership and aims • Needs and Context Assessment • Clear model of care and intervention and definition of the target patients • General measures in conventional services (Specially Primary Care) • Specialist services in settings • Sectorized networks with coordination, continuing and emergency care • Education and training at all levels • Research Planning • Availability and accessibility of opioids and essential drugs • Legislation, standards, budget and models of funding and purchasing • Evaluation and improvement of quality • Evaluation of results, indicators • Action plans at short, mid and long term • Advocacy • Social implication: volunteers, social involvement in the cultural, social and ethical debates around the end of life Program: will follow the elements of a National Program

  16. International Palliative Care Initiative1998-- Vision: Palliative care is available for all patients with life-limiting illness across all care settings.

  17. Mission: To improve the care of patients and families facing life-limiting illness by supporting global and national policies to integrate palliative care into public healthcare systems. IPCI will advance its work through grantmaking, capacity building, strategic convening, advocacy, mobilizing, and leveraging funding in order to build the field of palliative care. International Palliative Care Initiative

WHO Public Health Model A government policy to ensure the integration of palliative care into the structure and financing of national health care systems An educational policy to provide support for the training of health care professionals, volunteers and the public A drug policy to ensure the availability of essential medicines for the management of pain and other symptoms and psychological distress, in particular, opioid analgesics for pain relief.
