  5. Green Communities Act (GCA) • Least cost procurement • Ramps up Renewable Portfolio Standard: 15% by 2020 • Long-term contracts • Net metering • Green Communities: $10M/year • RGGI funds for efficiency

  6. Clean Energy Biofuels Act • Tax exemption for cellulosic biofuel • Biodiesel/Bioheat Mandate: 2% biodiesel by July 1, 2010, increasing by 1% each year to 5% in 2013. • Low Carbon Fuel Standard, with the goal of reducing the carbon content of all passenger vehicle fuels by 10%.

  7. Green Jobs Act • Creates the Massachusetts Clean Energy Technology Center • Allocates $43 million over the next five years for industry assistance like workforce development, clean energy R&D, etc.

  8. Global Warming Solutions Act • Requires GHG Emissions reduction of 10 to 25% by 2020, economy-wide • 80% reduction in greenhouse gases from 1990 levels by 2050 • Establishes a regional greenhouse gas registry and reporting system for emissions sources • Develop cost-effective approaches • Create advisory committees on mitigation and adaptation

  9. Oceans Act • 1st in the nation integrated ocean planning, including renewable energy and other uses
