Service HQ Service Comp R COCOM Joint Training Requirement Definition: The intersection of a COCOM’s, Service Component’s, and a Service Headquarters’s training needs linked directly to authoritative higher-level guidance Characteristics: • Identified by a COCOM, Evaluated by a Service Component, Supported by a Service Headquarters, then Validated by the submitting COCOM • Directed by Higher-level guidance: • Department of Defense Directive (DoDD) 1322.18 – Military Training • Guidance for Development of the Force (GDF) • Guidance for the Employment of the Force (GEF) • CJCS High Interest Training Issues (HITIs) • COCOM Theater Campaign & Training Plans • Joint Training Plan High Interest Training Requirements (HITRs) • Requirements shall be framed in terms of Joint Mission Essential Tasks (JMETs) and should address documented readiness issues in the Defense Readiness Reporting System (DRRS) • May address training from tactical to strategic

Improved Accreditation/Certification Process Accreditation now prescriptive in nature Programs and tasks selected by the JWFC based on COCOM and COCOM Component training needs Accreditation schedule will largely focus on re-looks of accredited programs Adds new tasks that align with the most current training requirements/guidance TD decisions and activities based on rigorous front-end analysis of validated training requirements. Accomplished outside of the JNTC requirements process Accreditation/Certification issues remain responsibility of programs A/C issues not JWFC problems to solve Mitigation backlog resolved Issues analyzed and returned with few exceptions

Accreditation/Certification Way Ahead • Conduct front-end analysis to focus Accreditation on COCOM & COCOM Component Requirements • Selection of Training Programs and Tasks to be accredited based on this front-end analysis • A/C outcome is a shortfall assessment provided to the program that is eligible to enter into TD requirements process once the shortfall becomes a valid requirement • Legacy issues returned to programs

Definition: Accreditation “A determination that a Combatant Command, Service, or component training program or organization has the capability to conduct training on joint tasks thereby providing the training audience a realistic joint environment, that includes the appropriate elements of joint context for the joint tasks, or portions of joint tasks, being trained.” JNTC Accreditation CONOPs, 7 March 2005

  20. Elements of Joint Context • Those forces, control organizations, systems, and supporting infrastructure that make up the joint training environment expected to be encountered in real-world operations for specific universal joint tasks.

Definition: Certification “A determination that training sites and systems are compliant with specified Department of Defense (DoD) and Joint National Training Capability (JNTC) architectures, configurations, and standards required to create a supportable, realistic joint training environment.” * In accordance with JNTC Certification CONOPs, 7 Mar 05

  24. What is “Joint Context?” “The joint environment necessary to accurately and realistically train individuals, units, and organizations on a specific joint task or a portion thereof. It is achieved when all required joint systems, personnel, and equipment to execute the task in real-world operations are present or accurately replicated, realistically exercised, and evaluated.” JNTC Accreditation CONOPs, 7 March 2005
