Mandate COURSE OF ACTION 2012-2016 FOR THE OPERATIONAND IMPLEMENTATION OF THE CIFTA “The Technical Secretariat shall furnish the Consultative Committee of the CIFTA with a handbook of procedures for the safekeeping of firearms stocks and standard operating procedures for the safe destruction of excess arms, ammunition, and explosives covered by the CIFTA.”

Development Based on • International Mine Action Standards (IMAS) and International Ammunition Technical Guidelines (IATG) • Practical experience from humanitarian demining activities through program of Comprehensive Action against Antipersonnel Mines (AICMA) • Technical advice provided by experts from Golden West Humanitarian Foundation, a non-profit organization, through Memorandum of Understanding with GS/OAS Department of Public Security • Training and technical cooperation provided by the International Demining Center of the Spanish Ministry of Defense

Manuals Completed • Operational Manual for Destruction of Small Arms and Light Weapons (OAS-PACAM) • Operational Manual Transport of Munitions and Explosives (OAS PACAM) • Operational Manual for Remediation of Munitions Contaminated Sites (OAS PACAM) • Guidelines for Destruction and Disposal of Conventional Munitions (Spain) All manuals and guidelines are in Spanish only
