  3. Project Description • Create an accurate, geo-referenced, and topologically correct public road feature class for state and non-state maintained.

  4. Scope of Services • Phase 1: Public road feature class creation and adjustment • Phase 2: Assignment of LRS ID to public road feature • Phase 3: Training

  5. Phase 1 – Feature Creation • Create public road polyline feature from current Topologically Integrated Geographic Encoding and Referencing (TIGER) vector data or other data approved by LADOTD • This feature will represent the centerline of undivided highways, both directions on divided highways, and ramps, wyes, frontage roads and other connectors

  6. Centerline Mileage • State maintained centerline road mileage – 16,691 miles • Non-state maintained centerline road mileage – 44,253 miles *Does not includes ramps, wyes, connectors, divided state and local roads, etc….

  7. Phase 2 – LRS ID • Text field will be added to the polyline feature as a unique identifier. • This procedure will be shown later.

  8. Phase 3 - Training • Develop a two-day on-site workshop to provide training for editing, updating and maintaining the data for the LA DOTD staff.

  9. Scheduling and Reporting • Delivery in lots per a negotiated schedule • Paid based on negotiated schedule

  10. Deliverables • Data to be delivered in ESRI ArcGIS version 9.2 or latest File Geodatabase including FGDC compliant metadata • Data to conform to National Map Accuracy Standards based on Publication FGDC-STD-007.3-1998 • Data to be made available throughout project via a secure portal and a DVD for each lot

  11. Deliverables – cont’d. • After first delivery, LADOTD and consultant will meet to discuss the tools, data models and processing methodology.

  12. Quality Requirements • Quality control plan must be submitted for LA DOTD approval before work begins.

  13. Possible Additional Services • Update / Improve address range information • Create a routing network

  14. General Information • LADOTD will entertain proposals for the use of alternative source data provided all project goals, objectives, and deliverables can be met • LADOTD will not entertain any proprietary considerations regarding such alternate source data • LRS content and any other information generated by this project will be owned by LADOTD

  15. General Information – cont’d. • The intent is to allow LADOTD to freely distribute the deliverables of this project in accordance with Louisiana Revised Statue Title 44:1 et seq.
