  8. Treaty Ratification Debate OPPOSING VIEWS:B.Anti-Imperialist VIEWPOINT 1. Violates American ideal of consent of the governed (imperialism was simply immoral, a repudiation of America’s commitment to human freedom ) 2. Will create the need for higher taxes to build and protect an empire (an empire would require a large standing army and *entangling foreign alliances ; *G.Washington’s Farewell Address) 3. Non white people cannot be assimilated (acquiring Pacific territories would bring inferior Asian races into the nation as potential citizens)

  10. 1899 American Anti-Imperialist League platform “We insist that the subjugation of any people is ‘criminal aggression’ and open disloyalty to the distinctive principles of our government . . . We demand the immediate cessation of the war . . . We propose to contribute to the defeat of any person or party that stands for the forcible subjugation of any people. We shall oppose for reelection all who in the White House or in Congress betray American liberty in pursuit of un-American ends . . .

  11. When the white man governs himself, that is self-government, but when he governs himself and also governs another man, that is more than self-government -- that is despotism.”’

  12. C. 1900 Presidential Election1. William Jennings Bryan (D) • Democrats opposed taking Philippines • Undermine US principles of self govt. • Inconsistent = liberate Cuba but take Philippines? • Drag US in foreign wars • Expensive + difficult to defend • Bryan - wanted the US Senate to ratify the peace treaty with Spain so that Democrats could make Republican imperialism a campaign issue in 1900 Pres. election

  13. Pro-Imperialist To compete with European Imperialist nations to be a first rate power To “civilize” non whites and non Christians To increase foreign trade Anti-Imperialist Violates American ideal of consent of the governed Will create the need for higher taxes to build and protect an empire Non white people cannot be assimilated Treaty Ratification DebateOPPOSING VIEWS:

  15. American Spirit – William Jennings Bryan • How did the pro-imperialists attack Bryan’s position for granting the Philippines its independence ? • Accused him of aiding the insurrection by giving them hope of victory because of lack of US resolve • A traitor – attacking his patriotism – supporting the insurrection ( supporting the group killing US soldiers in Philippines) • What is WJB rebuttal to his critics ? • The insurrection in Philippines continued after Republican Pres re-elected

  16. American Spirit – The Nation Denounces Atrocities (1902) • How is the parallel drawn between Spanish behavior in Cuba and U.S. behavior in the Philippines ? • How do critics of the present day War in Iraq use the same argument ?
