  3. Motivation • Measurement is necessary to determine the health and capabilities of the network connection as well as to locate performance problems when they occur. [1] • Computer system administrator or network operator has some measurement capability within their own domain. [1]

  4. Objective • to provide a basis for the understanding and analysis of active measurement data so that one can use this data to better understand their network
