FANILO (Fampandrosoana ANIvon’ny LOterana or the development department within the Malagasy Lutheran Church), created in 1986, is situated in the Vakinankaratra region, 168 km in the south of Antananarivo, the capital. FANILO CBR is a project integrated into an overall rural development process to ensure the full participation of persons with disabilities in their communities. It covers 11 municipalities in the districts of Antsirabe and started in 2012 A - INTRODUCTION

Negative attitudes, lack of access to services & financial resources Difficult application of laws and norms regarding accessibility Lack of inclusion policies at the level of municipalities Population growth and anarchic urban development Traffic congestion and low access to public transport. B - CONTEXT – environmentalbarriers

Step 1: FANILO developed its collaboration with GRAPHAV (DPOs), organise meetings and thematic workshops with stakeholders and raise awareness, to develop a consensual document where all the stakeholders are commited Step 2: FANILO has facilitated a disability inclusion process inspired by a model that is already operating in other cities of Madagascar called Inclusive Local Development. Development of the « Charter on the Accessible City » in Antsirabe D – METHODOLOGY

  5. Accompany persons with disabilities in their personalized social support project by improving their access to services (health, education, employment...) Engage local authorities in the development of a disability mainstreaming policy to ensure that development initiatives are inclusive & sustainable (Municipalities & churches contribute to the budget to support PWDs) E – TWIN TRACK APPROACH

FANILO has become an inclusive organization and at the same time, a facilitator promoting dialogue for the inclusion of disability within the Church’s governing body, with local authorities and other partners. Personalized social support provided to at least 600 people with disabilities in 3 years Elaboration of a “Charter of the Accessible City” for Antsirabe has become a tool to generate dialogue and a gateway for urban planning F – RESULTS – DOUBLE CHANGE

Local authorities, church leaders, disabled people's organizations and professionals such as FANILO will need long-term technical expertise to better meet the needs of persons with disabilities, support the implementation of the Charter, and develop and apply norms and standards necessary for the sustainability of activities relating to accessibility and inclusive development. G - RECOMMENDATIONS

FANILO CBR project represents the concrete application at the local level of the National Disability Mainstreaming Plan validated in 2015 by the Ministry of Population It also provides a first draft of a local answer to the implementation of the International Framework of Inclusive Development, namely an example of the implementation of the UNCRPD and the Sustainable Development Goals.
