  2. How to boost Non State Actor participation in the CAADP process? Background • CAADP and Non-State Actors • Multi-stakeholder participation ~ a core principle of the CAADP process • Quality of participation recognised as inconsistent by the 6th Partnership Platform, and a working group formed • Objective: take stock of current situation, provide recommendations for main stakeholders at national, regional and continental on how to boost level and quality of participation and create momentum • The role of Non State Actors • Policy development and investment planning • Implementation • Accountability • The focus of the working group • Inclusion of less powerful stakeholders i.e. not large private sector actors • Producer Organisations, CSOs/ NGOs, Private Sector, Parliamentarians

The consultation process • Progress to date • Joint Working Group - 17 members from all constituencies. • Stocktaking exercise - Questionnaire, expert interviews, workshops, desk research • Online consultation group - 157 members and growing. To become CAADP NSA inventory. • Options paper - Concrete ideas to prompt debate. Based on stocktaking. Circulated to consultation group and e-alert subscribers. • Next steps • Input from options paper - compiled by constituency representatives • Consultation workshop - CAADP Africa Forum, Oct 7th • Action planning workshop Oct 20 - review feedback on options paper and develop concrete “validated” proposals with roadmap for implementation. • 7th CAADP PP – Presentation at PP, recommendations to trigger actions

The options paper • Participating NSA selected by government and financed by donors • Undermines accountability to constituency and legitimacy to all • Inefficient with overlapping agendas, and competition for resources • Representative organisations selected by each constituency to serve its interests in the CAADP process • Responsibilities include representation, consultation, information, accountability • Tiered selection for country, REC and continental

The options paper • Finance is ad hoc and limited • Participation becomes reactive, ritual and lacking confidence • Grants to support work plan for each representative organisation • Finance could support staff time, consultation processes, travel expenses, information campaigns or policy research

The options paper • Multistakeholder participation is a new way of working for all • NSA lack skills such as advocacy, policy-making and consultation • Government lacks skills such as facilitation and process management • Capacity building work should target these weaknesses • Also, a pool of policy experts could allow NSA access to technical knowledge

  8. How to boost Non State Actor participation in the CAADP process? The options paper • Standards for multi-stakeholder participation are weakly defined • Governments unclear how to manage and NSA struggle to demand engagement • Define guideline standards e.g. for selection, or timelines

The options paper • AUC, NPCA, RECs and DPs have instintively prioritised working with governments • Limited staff time on NSA • Establish an inventory of NSA with an interest in CAADP • Create dedicated staff member at NPCA to liaise with NSA and support governments in doing so.

The options paper • Secondary issues to be resolved through other interventions • Culture of collaboration • Awareness of CAADP processes, especially in rural areas • The voice of women • Accountability platforms • Issues needing further research • Engaging parliamentarians • Engaging large private sector actors
