  5. COOPERATION • A place where ALL citizens can work together • One authority to oversee all – not a bunch of different people in charge

  6. TAKE ACTION • Allows a way to put ideas into practice • Provides ALL people with a voice • Establishes acceptable methods to cooperate with each other
