  2. Background • MV Pronto, cargo carrier, has been in collision with fishing vessel ‘What a star’ 1 mile south of Eddystone Light. • MV Pronto has sustained major gash in hull and is leaking Heavy Fuel Oil and lose cargo. • MV Pronto bunkered at Falmouth and is carrying 3,000 tonnes HFO. • Fishing vessel sustained only minor damage and has returned to port. • Cargo is loose shredded car waste, consisting of non-recyclable material from car-crushing plant. • Vessel is listing heavily and becoming unstable.

  3. Weather and timing • Date is 3 May 2008 • Time of incident was 07:26 • You have received call to establish the environment group and field ELOs to SCU, MRC and SRC. • Low tide was at 07:30 Plymouth. • The weather is calm with a settled outlook, light southerly winds.

  4. Salvage Control Unit • Key desire is to get the vessel to safety. • Choice between towing into Plymouth or beaching in Whitsand Bay. • Please provide environmental advice on preferred option and any potential measures which need to be taken. • Alternative is to deal with the casualty on site. What are the environmental sensitivities and what are the constraints.

  5. Marine Response Centre • Floating cargo debris is surrounding the vessel and spreading – what are the environmental implications? • We propose using vessels to disperse the floating cargo using ‘prop-wash’. What is the environment group advice?

  6. Shoreline Response Centre • What are the key sensitivities on the shore? • What are the priorities for booming effort? We only have one boom available.
