2. North Carolina TASC The missionof the North Carolina TASC Network is to provide care management services to drug-involved and mentally ill offenders. TASC’s objectiveis to provide quality services to offenders as early in the criminal justice continuum as possible.

3. TASC TASC combines legal sanctions with treatment matching & supervised community reintegration to interrupt the cycle of: • Addiction • Criminality • Arrest • Conviction • Incarceration • Release • Re-arrest

Offender Management Model (OMM) • Creates a seamless system of care • Clarifies roles in providing control and treatment • Reduces the rate of revocation for technical and drug violations • Combines efforts to guarantee the effective utilization of limited resources • Provides cognitive behavioral interventions • Develops an integrated information system • Ensures probation, CJPP, DACDP, DOP and TASC staff are trained to implement the OMM

5. OMM Agreements TASC, probation services, DACDP and CJPP agree to: • Develop a unified case/service plan specific to the offender’s needs in order to accomplish mutually agreed upon goals • Promote an open exchange of information in accordance with the rules of confidentiality and legal waivers and/or releases of information • Abide by and promote the use of the principles of effective interventions with offenders
