Identify issues impact delivery performance measurement effectiveness. 3. Rank items identified based on impact on measurement effectiveness. 4. Issue recommendations. 5. Review processes for measurement use in service improvement.

Parcel Select Performance Work Group Status • First meeting was held this week. • Discussed issues in parcel service performance measurement. • Identified three issues for immediate attention: • Manifest Quality Indicator Concept • New methodology to Start-the-Clock - Form 8125 is eliminated under eVS • Relationship between the Manifest Quality performance and exclusion from service reports

Parcel Select Performance Manifest Quality Indicator Concept • USPS to scan 5-10 packages from every manifest using a “Verification Scan” – Scan Code 19 • Indicator #1: Using the ‘Date of Mailing’ in manifest file - compare Planned Arrival vs. Actual Arrival • Indicator #2: Calculate Percent of Manifests with Parcels Arriving on Multiple Days Based on Verification Scans • Assumes Verification Scans Done on the Day of Arrival

  5. Parcel Select Performance Key Decisions with Form 8125 Elimination: 1. How should the Start-the-Clock date be determined? 2. How do we start-the-clock where Verification Scans show arrival on different days for the same manifest? • How should the Manifest Quality results of the Verification Scans be used?

  6. Parcel Select Performance Enterprise Data Warehouse • Historical Data is being loaded & validated. • Initial reports will be available in September. • Agreement reached with industry to develop a new report – Packages not scanned counted as failure.
