Objective •  The objective of the session is to explore: • What the NPA should do to improve the prosecution of cases, • Identify the crime types the NPA should focus on, • Alternative mechanisms of resolving victimisation and dispute resolution. • The expected output of the session is a document that outlines • Concerns, • Root cause of the concerns, • salient points and proposed plan of action.

  3. Acknowledging the following key Concerns • Lack of uniform application of rules and procedures which leads to discrimination and bias in the Criminal Justice System. • Collusion and corruption result in injustice. • Ineffective communication. • Lack of capability and capacity in District Courts. • Lack of accessibility to justice in rural and poor communities.

  4. Acknowledging the following root causes of the concerns • Lack of management result in different application of rules and procedures. • Ineffective system and process to control/prevent corruption. • Capacity and capability

  5. The group proposes the following solutions •  Improve management system and transformation. • Involve the community to control crime. • Retention of skills • Zero tolerance to collusion and corruption • Awareness, education and training.

  6. Group consider NPA role to be the following • NPA must improve its management system and ensure transformation. • NPA must reach out to the community. • NPA must open and communicate channels of communication with communities. • Make NPA an employer of choice • Act swiftly and speedily against offenders • Encourage and protect whistle blowers

  7. Group consider NPA role to be the following • There should be sufficient budget • Clear strategy for training • Training must be aligned to present crime trends and new legislation. • NPA to engage with stakeholders to create awareness at grassroots level about crime landscape.
