  2. Unemployment Insurance Program • Authorized by Social Security Act in 1935. • Provides temporary income support to workers unemployed through no fault of their own. • Broad coverage - 96% -- 97% of all wage and salary workers in U.S.

  3. Unemployment Insurance Program • UI Program is automatic economic stabilizer • Multiplier Effect $2.15 • Without UI GDP would decline an additional 15% on average during recessions • Federal-state cooperative partnership • Based on federal law • Administered by states under state law
