  1. WECC VGS Transmission Planning Guide A Guidebook for Including Variable Generation in the Planning ProcessProposed by the Variable Generation Subcommittee's Planning Working Group October 26, 2010

Guidebook Objectives • The Guidebook will: • Document the best practices that exist and those which are under development. • Explain the circumstances which make various issues a higher versus lower priority • Explain why they are important • Explain why and when planning engineers should address them. • Provide references or modest suggested approaches to address them (it is not intended to be a technical “How To” manual) • Coordinate with WECC Planning guides and standards • Limit content to topics within the VGS PWG Charter

  3. Guidebook Objectives • The Guidebook will NOT: • Be required, statutory, or obligatory • Duplicate existing planning standards • Contradict existing planning standards • Cover Operating or Market functions, however: • System planning must be done in context of system operations and market functions.

  4. Topics for Transmission Planning 4 • Probabilistic and multi-variant transmission planning • Evaluation and provision of transmission capacity to allow for VG variations • Better utilization of transmission assets • New transmission technologies • Grid Stability • Grid Controllability • Long-term transmission planning.

  5. Topics for Generation Planning 5 • Generation adequacy and reliability • VG capacity values • Generation fleet flexibility • Operating reserves • Over-generation • Approach to quantify minimum requirements for system inertia and frequency response • Approaches to overall generation portfolio optimization.

  6. Modeling using VG Specific Models 6 • The Guidebook will rely on the models developed by Modeling and Validation Work Group and WMTF • Special considerations for power flow and stability cases.

  7. VG Grid Interconnection Considerations 7 • Limited dispatch and ramping limits • Fault ride through • Voltage support and power factor • Frequency response • Use of Forecasting in planning • Discussion on VG technologies and preferable characteristics.

  8. Extreme Events, Cascading Failures, and Blackouts TBD

  9. Considerations for Energy Storage Identifying the system needs and matching them to specific types of energy storage. Cost benefit analyses

  10. Considerations for Demand Response Planning for DR to provide load shifting and avoid brownouts Providing additional flexibility to system balance Use of DR for Frequency response Solving over-generation problems

  11. Other Planning Considerations Consolidation of the Balancing Areas Micro grids.

  12. Current Status An initial structure has been determined Three iterations of discussions at PWG Looking for volunteers to write parts of the Guidebook
