  3. SMEs in Poland • In Poland in 2009 1 862 462 enterprises were active i.e.: • 0-9 employees – 1 787 909(96,00%) • 10-49 employees – 54 974( 2,95%) • 50-249 employees – 16 327(0,88%) • >249 employees – 3 252(0,17%) Number of SME active in different sectors of economy in 2008 (in %) „From Regulation to Eco-efficiency”, Transnational Industry Workshop, 11.04.2011 Praga, Czech Republik

  4. SMEs needs in Poland • Needs defined on basis of weaknesses of present situation of SMEs: • access to adequate knowledge of the impact on environment of • different company operations • access to environmental technologies and tools available for reduction • of negative impact on environment of production and service processes • improvement of capability of human resources • extended cooperation with R&D sector • access to knowledge of existing external financial resources available • for co-financing eco-innovation projects • awareness of the impact of the EU and Polish environmental • regulations on companes activity • access to adequate knowledge of existing legal requirements „From Regulation to Eco-efficiency”, Transnational Industry Workshop, 11.04.2011 Praga, Czech Republik

  5. SMEs needs in Poland • SMEs needs from the point of view of specific impacts on environment: • consumption of energy • emission of gasses to air • discharge of waste water • produce of waste • consumption of water • emission of noise • A lot of SMEs explore the technologies related: • recycling and waste management (50%) • water and waste-water management (38%) • production of clean energy (18%) • access to adequate knowledge of existing legal requirements „From Regulation to Eco-efficiency”, Transnational Industry Workshop, 11.04.2011 Praga, Czech Republik

  7. Introduction to REMAS In Poland each 4 years the National Environmental Policy is developedand then regional and local administration must prepare environmental protection programs for regions (voivodeships), counties and communities for 4 years with perspective of next 4. To achieve sustainable development in regional scale by permanent improvement of quality of environment, quality of life, pollution prevention and conservation of natural resourcesthe model of Regional Environmental Management System (REMAS) is developed since 2002 [1,2] and supported newly by specific software tools [3,4]. „From Regulation to Eco-efficiency”, Transnational Industry Workshop, 11.04.2011 Praga, Czech Republik

  8. Introduction to REMAS REMAS is oriented on integration the efforts of all significant regional actors, including SMEs, to maintain permanent improvement of regional and local environmental performance by creating and implementing coherent environmental policies, measurable objectives and targets and environmental protection programs in communes, counties and in the whole region taking into account national environmental policy „From Regulation to Eco-efficiency”, Transnational Industry Workshop, 11.04.2011 Praga, Czech Republik

  9. Actors of REMAS Regional Leader: Management of Voivodship Local Leaders:Top managers from key enterprises, mayors of counties, communities and representatives of business associations Supporting organizationsRepresentatives of National and regional ecological funds, commercial banks, research organizations, chambers of commerce Regional Coordinator Operator of REMAS Organizations responsible for environmental monitoring and supervision Ecological Non Governmental Organizations Environmental Management Systems Representatives of regional and local environmental education Enterprises Auditors of local EMS (ISO, EMAS) Communities Counties Institutional incentives Management of information Voivodship Source: [1] „From Regulation to Eco-efficiency”, Transnational Industry Workshop, 11.04.2011 Praga, Czech Republik

  11. Origin of REMAS model ISO 14001 ISO 14031 Classic CP Procedure EMAS • REMAS model: • 3 easy and uniform procedures based on main requirements of ISO 14001 and ISO 14031 and EMAS • specific tools and software for monitoring, • collecting and assessing data and management • of environmental information in region • and creation institutional incentives (legal, financial & administrative „From Regulation to Eco-efficiency”, Transnational Industry Workshop, 11.04.2011 Praga, Czech Republik

  13. REMAS procedures • Environmental management procedure (PR1) • takes advantages of CP (Waste Management Procedure) and satisfy basic ISO 14001/EMAS requirements. It is applied for organisation of environmental management system and for preparation of: • environmental policy • environmental objectives and targets • environmental management programs and they implementation. • All targets are defined and implemented according specific schemes like EU Project Cycle Management scheme or/and other investment preparation procedures i.e. revitalisation procedure [3,4]. • Risk Management tools are applied for identification of significant environmental aspects, selection of tasks for environmental management programs and for selection innovative, eco-efficient technologies [3,4]. „From Regulation to Eco-efficiency”, Transnational Industry Workshop, 11.04.2011 Praga, Czech Republik

  14. REMAS procedures • Environmental performance evaluation procedure (PR2) • adopts ISO 14031 and ISO 14001/ EMAS basic requirements and a set of tools available for: • monitoring, collecting and assessing data in Internal Data Base • including import of aggregated data from regional Data Base of pollutions • reviewing the organization impact on environment • selecting and calculating environmental performance indicators • identifying significant aspects and priorities • environmental performance evaluation with comparison to planed • improvements „From Regulation to Eco-efficiency”, Transnational Industry Workshop, 11.04.2011 Praga, Czech Republik

  15. REMAS procedures Management of environmental information procedure (PR3) is specific procedure only. In case of regional environmental management It describes collecting and reviewing environmental data and information respectively between the management levels and between main actors of regional management system, including SMEs as actors. This procedure supports monitoring and predicting pollutions (air, water, waste, noise etc), complying legal requirements by enterprises and other users of environment, collecting funds from fees being paid by pollutants and users of environment that are distributed then by Marshal of the voivodship on accounts of existing in Poland system of environment funds. PR3 describes how and when to import/export data to/from Internal Data Base and how to find and use external information. In case of REMAS dedicated for SMEs PR3 describe specific activities related management of internal and external information and data valid for compliance with legal requirements and implementation improvement of environmental performance „From Regulation to Eco-efficiency”, Transnational Industry Workshop, 11.04.2011 Praga, Czech Republik
