Project Amendments • May be proposed by the project recipient or by the department Program Manager • Will be approved only if the approval procedures described in “Project Amendment” section of the Green Book are followed • See “Project Amendment” section to determine whether an amendment is required---discuss with DOE Program Manager when in doubt about whether to submit an amendment

For Amendments Needing Prior Approval by the Department • Review all instructions in the “Project Amendment” section before completing the amendment request. • Use appropriate request format and DOE 150 and DOE 151 when required. • Note carefully the instructions for the forms and required signature of agency head.

Amendment Review and Approval Process by Department of Education • Grants Management review • Program Office review • Department of Education (Bureau of Grants Management) sends amended project award notification for approved amendments: DOE 200 with DOE approval signature mailed to agency head • Program manager faxes copy of DOE 200 to project contact

  12. Reporting Requirementsfor 2005-2006 SUCCEED Florida--Teaching Projects SUCCEED Florida grant reports are separate from any other institutional reporting requirements (and are in addition to and separate from EPI reporting.)

  13. SUCCEED Florida Grant Reports • Information and instructions on grant reporting will be communicated via e-mail to the contact person listed on the SUCCEED Florida grant application.

  14. SUCCEED Florida Grant Reports • Quarterly progress reports (form provided) and interim project disbursement reports DOE 399 for Succeed Florida Teaching projects • Final Financial Report (Final DOE 399) • Final Narrative Report

  15. Report Dates Remaining for the Projects • Quarterly Reporting Dates • March 30, 2006 • June 30, 2006 • Final Reporting Date • August 20, 2006 • The Succeed Teaching project contact will receive a communication from DCCWE specific to each report prior to the reporting date.

Final Narrative Report • Due to DCCWE by August 20, 2006 • Instructions will be provided • Send to Sandra Burkholder via e-mail • To the extent data is available, final narrative report will include enrollments, completers, placements; and certification exam data (number of persons taking the Florida Professional Education Test and number passing)

SUCCEED Florida Grant Reports FINAL FINANCIAL REPORT FOR SUCCEED FLORIDA TEACHER CERTIFICATION All project recipients must submit a completed DOE 399 form, Final Project Disbursement Report, by the date specified on the DOE 200 form Project Award Notification--August 20, 2006. • College finance officer should mail Final DOE 399 with signature toDOE Comptroller--to be received by August 20. (Do not fax or e-mail Final FA 399 to the Comptroller.) • Mail copy of Final FA 399 with signature to Sandra Burkholder (Program Manager) (or fax signature copy, or scan signature copy and send as an attachment to Program Manager) • Work with your finance officer to make sure this is done. The Program Manager will communicate with the Project Contact (not with the finance officer).

  18. Project End Dates • Stated on the DOE 200 Project Award Notification • Project Periods—the periods for which the project budget and program are in effect Budget Period 07/01/2005 – 6/30/2006 Program Period 07/01/2005 – 6/30/2006

  19. DOE 200 • Last date for incurring expenditures and issuing purchase orders: 06/30/2006 • Last date that all obligations are to be liquidated and final disbursement reports submitted: 08/20/2006 (Final FA 399 due to DOE Comptroller by this date)

  20. 2006 SUCCEED Florida Funding $31 million for SUCCEED, Florida! grants in the State Board of Education 2006-2007 Legislative Budget Request • To provide grants to school districts, school district technical centers, community colleges, and non-public postsecondary institutions • To fund some or all of the costs associated with creation or expansion of postsecondary workforce programs that serve critical workforce needs • To fund some or all of the costs associated with school district career and professional academies

  21. Concept Paper for February 8, 2006 • Purpose is to provide needed information to the Legislature • Each eligible Florida school district or college allowed to submit up to 5 concept papers • If funds were received in 2005-06 through a SUCCEED, Florida grant or a Jobs for Florida’s Future grant, a concept paper could be submitted for a continuation grant. • Total request from an eligible school district or college could not exceed $1,000,000.

  22. Concept PaperSUCCEED, Florida! Crucial Professionals/Critical Jobs for 2006 • Training people to enter high-skill, high-wage or high demand (high-demand as identified by local labor market needs) occupations • Programs that provide competency-based teacher training for baccalaureate degree holders • Programs in allied health or nursing • Programs that train for occupations within Enterprise Florida’s key economic development sectors and/or • Programs that train in targeted occupations to improve economic development in Florida’s rural counties
