  2. Recommendation The TPO’s Citizens’ and Technical Advisory Committees have recommended that the Board approve amending the FY 2010/11 – 2011/12 Unified Planning Work Program. Unified Planning Work Program Amendment

Overview • The Unified Planning Work Program (UPWP) contains the planning tasks and associated grant budget for the two (2) year period beginning July 1, 2012 through June 30, 2014 (FY 2012/13 – 2013/14). • The TPO Board approved the Draft UPWP in February and the document was submitted for agency review and comment on March 15th. • Staff is still anticipating comments on the Draft UPWP – comments are due April 15, 2012. • Comments received to date are included in Appendix G. Transportation Disadvantaged Grant Task 3.3 Transportation Disadvantaged Program • The Florida Commission for the Transportation Disadvantaged provides funding for TD planning through the TD Trust Fund. • $28,931 State Funds • The TPO provides planning support for TD. These tasks are outlined in UPWP Task 3.3. • Staff Support to Coordinating Board • Annual Evaluation of the CTC. • Annual Update of the TDSP. • TPO Resolution 2012-03 • Authorizes Chairman to file grant application with the FL TD Commission. Transit Planning Grant Task 3.2 Transit Planning • The Federal Transit Administration (FTA) provides funding for transit planning tasks • $142,537 Federal • $17,817 State • $17,817 Local • The TPO provides transit planning support outlined in UPWP Task 3.2 • TPO Resolution 2012-02 • Authorizes Chairman to file grant application with FTA for section 5303 funds • Staff has not yet received confirmation from FDOT on the amount of available funding for this grant. TPO Certification Appendix F Certification of the TPO Planning Process • Annual Review of the TPO Planning Process to evaluate its Effectiveness and determine its compliance with State and Federal Requirements. • Includes noteworthy achievements from the past year. • Items that need to be addressed over the next year. • FDOT recommends certification of the TPO.
