OFFICE OF PESTICIDE PROGRAMS (OPP) UPDATES • FY 20-21 National Program Guidance for OCSPP is going through internal review right now and will be released for public review in late March or early April, and will be final by summer • There are no changes to the priorities discussed last year. They are: • Effective grants management focused on good communication • Pollinator protection focused on implementation and measuring results • Implementation of Worker protection rule requirements • Implementation of new Applicator certification rule requirements • Region-specific projects focused on IPM • OECA is going through a similar process and is planning some changes

OFFICE OF PESTICIDE PROGRAMS (OPP) UPDATES • Dolores Wesson is new Acting Branch Chief for GISB • EPA published in the Federal Register a notice stating the pesticide safety training materials with the expanded content required by the 2015 FIFRA Worker Protection Standard (WPS) are available for use. (www.epa.gov/pesticides/epa-announces-federal-register-notice-regarding-availability-worker-protection-training) • Upcoming tribal consultation on changes to Certification and Training Rule • There will be two webinars that are tentatively scheduled for mid-April • The first will be an engagement/technical webinar • The second will be a consultation webinar • OCSPP has launched a new Twitter account: @EPAChemSafety

OFFICE OF ENFORCEMENT AND COMPLIANCE ASSURANCE (OECA) UPDATESUpcoming FIFRA Training • Pesticide Inspector Regulatory Training (PIRT) • Pesticide Drift Issues, Kennewick, WA May 14 – 17 • Nomination period has closed • Basic/New Inspector PIRT, Savannah, GA August 25 – 28 • Nomination period open in Spring • Tribal PIRT 2020, need host, transfer funds to Region 2019 • Pesticide Regulatory Education Program (PREP) • Laboratory Issues, Richmond, VA March 25 – 28 • Applicator Certification Rule, Arlington, VA April 29 – May 2 • Comprehensive Combo, Milwaukee, WI July 29 – August 1 • Risk Communication & Significant Pesticide Issues, Portland, OR Sept. 9 – 13

OFFICE OF ENFORCEMENT AND COMPLIANCE ASSURANCE (OECA) UPDATESInterim Policy on Inspection Report Timeliness and Standardization • Interim Policy establishing inspection practices and pilots for the appropriate and timely notification of EPA inspection results to facilities and the public. • Does apply to: • EPA employees, Senior Environmental Employees, and contractor inspectors who conduct inspections on behalf of EPA with a federal credential. • Does not apply to: • State, Tribal, or inter-tribal consortia inspectors who conduct inspections on behalf of EPA with a federal credential. • State, Tribal, or inter-tribal consortia inspectors without a federal credential.

OFFICE OF ENFORCEMENT AND COMPLIANCE ASSURANCE (OECA) UPDATESWPS Focused Inspection Pilot • Use of focused inspections raised during development of the 2017 WPS Inspection Manual. • Region 3 and Pennsylvania piloted focused inspections successfully. • Benefits: Reach more growers, more frequently. • OC leading workgroup to develop a framework for a national pilot: • Framework will define the scope of focused inspections, how the inspections will be reported, etc. • Distribute to states for review and comment in FY2019 • Revise and finalize for FY2020+ implementation • Could lead to revision of FIFRA Compliance Monitoring Strategy.

OFFICE OF ENFORCEMENT AND COMPLIANCE ASSURANCE (OECA) UPDATESManagement of Tribal Cooperative Enforcement Agreements • Evaluation by Office of Inspector General ongoing • Revision of January 2011 joint OPP/OECA guidance, “Funding Development and Administration of Tribal Pesticide Field Program and Enforcement Cooperative Agreements” • Reflect recommendations from OIG • Input from Regions, tribes
