NDAA FY08 requirements Section 861 (WoG databases): Section 862 (PSCs): SECDEF, in coordination with the SECSTATE, must prescribe regulations on the selection, training, equipping, accounting for, and conduct of all USG contractor personnel performing private security functions in an area of combat operations, currently Iraq and Afghanistan New FAR clause must be issued within 180 days of enactment. The DoD IG must submit a report to Congress NLT Mar 30, 08 addressing the feasibility of imposing fines on contractors who violate requirements. SECDEF may designate areas of combat operations in addition to Iraq and Afghanistan. Report all incidents of PSC involvement where persons are killed or injured, or property is destroyed, as a result of conduct by contractor personnel. • An MOU between DoD, DoS and USAID to cover all contracts and contractor personnel in Iraq and Afghanistan and establish policy, guidance and regulations to implement the MOU. • Establishment of common databases to serve as repositories of information on contracts, contract execution, and contractor personnel in Iraq and Afghanistan. • Access to the common databases by relevant congressional committees and GAO. • Copies of any contracts in Iraq or Afghanistan awarded after Dec 1, 2007, provided to any relevant Hill committees within 15 days after the request. • Identify and track all DoD, DoS, and USAID contractors.
