DNFSB Recommendation 2004-1 IP/FTCP CAP FTCP CAP Commitment #13: Improve recruiting, developing, training, qualifying, maintaining proficiency, and retraining technical personnel, as well as FTCP effectiveness Program Secretarial Office implement intern programs NNSA Future Leaders Program Two-year program of training and rotational assignments for recent college graduates (within 2 years of graduation) (94% Retention Rate Overall). In 2005: 29 Hires / 24 Technical / 10 prospective Facility Reps (of which 7 were originally slotted to fill Facility Rep positions in 2007) In 2006: 30 Hires / 19 Technical / 2 prospective Facility Rep In 2007: 24 Hires / 10 Technical / 0 prospective Facility Rep In 2008: 32 Hires / 20 Technical/ 2 IT/Cyber Security, possible Computer Engineers/ 0 prospective Facility Rep (includes two engineers funded by HSS as HSS Interns in the NNSA FLP) EM Professional Development Corps* Two-year program of training and rotational assignments followed by one year of graduate study (funded by assigned site as budget allows) (100% retention). Initial class June 2007: 21 Hires / 18 Technical / 2 Information Technology / 1 Mgmt Analyst / approximately ¼ prospective Facility Reps (100% retention) Class of 2008: Recruiting for 30 candidates for June 2008 commencement (attended 30 Career Fairs) *Monetary Incentives (NNSA and EM): $5-6K with Term Commitment plus $10K Student Loan Repayment/Yr. (2-3 yrs.). Also, the EMPDC has a 6 month accelerated promotion feature in addition to it’s $5k recruitment incentive.

    3. Federal Technical Capability Program 2007 Accomplishments Functional Area Qualification Standards (FAQS): Selected a FTCP FAQS Champion and developed and Documented FAQS Process. Updated and finalized the following FAQS: Electrical Systems and Safety Oversight, Nuclear Explosive Safety, Nuclear Systems Safety, and Industrial Hygiene. Awaiting NNSA CTA concurrence: General Technical Base and Fire Protection Engineering (scheduled for completion by 11/27/07). Focused on cross-complex support for seven (7) critical FAQS (STSM, FR, SSO, NSS, NES, Criticality Safety, and Safety Software QA), sponsors/recognized experts for the remaining 23 FAQS, and commenced development on new FAQS’ for Weapons QA and Safety Systems Oversight. Safety System Oversight (SSO): Created new FTCP SSO Champion, a working group to refine SSO qualification and staffing bases, and a Communication Forum for the DOE/NNSA site SSO’s. FTCP TQP Accreditation: Increased FTCP TQP Accreditation involvement from one site (YSO) to nine total sites (Carlsbad Field Office, RL, ORP, SRS, SSO, SC, LSO, OR), with HSS and NNSA/CDNS Assessment credit considerations. Workforce Staffing Analysis Facilitate alignment DOE OHCM and DOE FTCP technical processes Updated FTCP Manual (REV COM) HSS as DOE Office of Primary Interest (OPI) for FTCP is coordinating REVCOM with DOE MA

Federal Technical Capability Program 2007 Accomplishments Enhanced FTCP Quarterly TQP Progress Reporting Revised and finalized NNSA TQP Plan to enhance continuing training support and guidance Reinstituted FTCP Annual Reporting to S-1/S-2 Enhanced working relationships with DOE and NNSA Office of Human Capital Management Offices and Office of Health, Safety and Security and engaged them in FTCP activities Enhanced National Training Center Utilization: Over thirty (30) courses held including Nuclear Executive Leadership Training, STSM Overview, SSO Duties/Responsibilities and Assessment, General Technical Base for Future Leader Program. Developed courses in Contractor Oversight Awareness and Electrical Safety Awareness. Interfaced with other training organizations such as the Safety Basis Academy (SBA) at Los Alamos and HAMMER at Richland. Institutionalizing SBA courses. Upgraded and enhanced FTCP Website

    5. Federal Technical Capability Program 2008 Goals Functional Area Qualification Standards (FAQS): Refine FAQS Process. Continue to revise and update FAQS. Initiate new FAQS (e.g., Weapons Quality, Safety System Oversight, and possibly Confinement Ventilation). Continue integration of FAQS with recruitment, qualifications, training, retention, succession planning, etc. Safety System Oversight (SSO): Finalize SSO FAQS, as appropriate. Continue to focus on Program improvements (FTCP SSO Working Group recommendations). FTCP TQP Accreditation: Continue accreditation of DOE sites Finalize Revised FTCP Manual FTCP Annual Report Facilitate alignment of DOE technical Workforce Staffing Analyses (DOE FTCP and HR) Pilot Corporate Continuing Training Program Expand use of ETS (DOE HR-HQ) support, as capabilities validated Continue to enhance working relationships with DOE and NNSA Office of Human Capital Management Offices and Office of Health, Safety and Security (HSS) with utilization of the HSS National Training Center

    6. Federal Technical Capability Program 2008 Goals Periodic FTCP Chair/Deputy Secretary Meetings Consideration to expand the Technical Qualification Program to other DOE facilities…moving toward one program for the entire Department Link up the DOE FTCP program with other analyses of technical gaps…increasing the value/usefulness of the report to senior leaders Consider re-writing curricula for qualifying courses…ultimately, how confident are we in the qualification requirements? Appoint a DOE FTCP Vice-Chair from the non-defense side FTCP data reported to show historical numbers…trends back X number of years. Also, add a vacancy column to the "scorecard." Report on dealings with other elements within the Department Report on dealings with the DNFSB Board…their views on our progress How and where the DEPSEC can help…is there anything he can do to help you move things forward?
