  3. Who We Are The UNC Charlotte Urban Institute is a non-profit, non-partisan, applied research and consulting services outreach unit of the University of North Carolina at Charlotte.

What We Do • public school redistricting and planning • public opinion surveys • land-use and natural resources consulting • economic development policy research • community planning to meet the needs of the region and its citizens The Institute provides a wide range of technical assistance and training services, including:

  5. Research Services A major on-going project involves providing software support and training for statewide computerized school bus routing project called TIMS (Transportation Information Management System)

  6. New Schools / Added Capacity Changes for 2009-10

  7. New Facilities • Coddle Creek El will replace Mt. Mourne El Increasing capacity from 524 to 969 (+445 seats) • Cloverleaf will consolidate Northviewand Ebenezer increasing capacity from (312/290) to 756 (+154 seats)

  8. Expansions • Celeste H. Elem. expanded from 567 to 815 (+248 seats) • East Iredell Elem. expanded from 585 to 834 (+249 seats) • Shepherd Elem. expanded from 374 to 776 (+402 seats) • South Iredell HS expanded from 1060 to 1386 (+326 seats) • Statesville HS expanded from 1143 to 1413 (+270 seats)

Our Charge • Review overall assignment plan for district • Make recommendations for adjustments to attendance lines that will: • Make best use of new and existing (renovated) facilities • Elimination of mobile units • Provide the most stability of assignment possible • Be least disruptive to communities • Avoid driving past one school to assigned school

Process So Far • Series of meetings around the County in the Fall to present issues and gather feedback • Comment cards, web input gathered from public • Superintendent response to on-line questions/suggestions • Analysis data gathered and proposals developed in December by UNC Charlotte staff • Options being presented tonight are result of input, data analysis

  14. Growth Issues • Dramatic deceleration in growth since the beginning of this project • Changed dynamics of redistricting • Gives options that were not originally available

Overall - Reduce Scope • In response to economic changes – • Economic slowdown = more breathing room to adjust to recent growth • Focus redistricting on accommodating new/expanded facilities • In response to community – • De-emphasize complete elimination of mobile units • Allow some schools capacities to reflect mobiles in southern part of district

  17. Recommended Changes • Line change to expand Shepherd Elem to relieve overcrowded Troutman Elem • New Coddle Creek Elem becomes K-6 school (adding 6th grade), no line changes from previous Mt. Mourne • Use of International Baccalaureate (IB) choice programs to relieve crowding • A Statesville facility & Mt. Mourne become 6-8 grade IB • A Statesville and/or southern county location becomes an IB diploma program

Recommended Changes (cont.) • New Cloverleaf combines Northview and Ebenezer attendance area • Becomes Science and Technology choice program • East Elem combines with Pressly attendance area • Becomes Spanish language immersion choice program • No High School/Middle School assignment changes except the 6th graders at Coddle Creek

  19. Coddle Creek- Data • New Coddle Crk. Elem – • Becomes K-6 school, no line changes from previous Mt. Mourne • Estimated population at Coddle Creek: 771 Population based on current enrollment.

Recommended Changes – Expected Effect on Schools • 100 - 130 students added to Shepherd with line change • Brawley MS Population reduction – • Approximately 109 from Coddle Creek 6th grade addition • As many as 200 expected to choose the IB program • Other MS and HS overcrowding reduced by new choice programs (IB, early college, Spanish immersion, etc.) • Lakeshore MS – 100-120 students (estimate) • LNHS ? • Enrollment deadlines Feb. 16, number projections Mar. 17 • Most schools retain modular classrooms

Recommended Changes Advantages: • Relief for Brawley MS overcrowding from new Coddle Crk 6th grade • Relief for Troutman from Shepherd line change • Some relief for other MS/HS from choice plans Considerations: • LN Elem Woodland Hts – No relief from overcrowding • Modulars remain in most locations

  24. Alternative • Most items from recommendation are unchanged • These differences: • New Coddle Creek Elem – • Remains K-5 school • Line changes to reduce overcrowding at Woodland Heights & make best use of new Coddle Creek facility

Attendance line (with little change in total population) • Change in Coddle Creek attendance line with increase in population • Other MS and HS overcrowding reduced by new choice programs (Same as recommendation) • Many schools retain modular classrooms

  27. Alternative Advantages: • Retains consistent K-5 elementary pattern Considerations: • Less MS overcrowding relief • No relieve for overcrowding at LN Elem • Line change very close to school for Woodland Heights

Recommendations – Summary • Coddle Creek to become K-6 • Line Change for Shepherd/Troutman • New Cloverleaf combines Northview and Ebenezer attendance area • Becomes Science and Technology choice program • East Elem combines with Pressly attendance area • Becomes Spanish language immersion choice program • No High School/Middle School assignment changes except the 6th graders at Coddle Creek

Recommendations – Alternative • If K-6 for Coddle Creek is not an acceptable option: • Coddle Creek, Lake Norman, Woodland Heights shift boundaries to relieve overcrowding (new in this alternate) Other items remain the same: • Line Change for Shepherd/Troutman • New Cloverleaf combines Northview and Ebenezer attendance area • Becomes Science and Technology choice program • East Elem combines with Pressly attendance area • Becomes Spanish language immersion choice program • No High School/Middle School line changes

Project Timeline • September – Regional Advisory Meetings – Describe process, relay data • Fall/Winter- UNC Charlotte Urban Institute gathers feedback from first meetings, consults with staff at ISS, develops recommendations • February/March- Regional Advisory Meetings – Present recommendations and alternatives, gather responses • April – Present final recommendations to Board • May 11 - Board Review/Vote
