  1. WALIS Cadastre Strategic Directions Workshop Matt Devlin Matt Devlin Kerry Smyth Kerry Smyth

  2. What Do We Get? Cadastre Quarterly Updates • Norm Files – Graphic (51 Order Areas) • Norm Files – Tenure (3) State, Christmas Island, Cocos-Keeling Islands • Shape File – Graphic (3) Lines, Point, Poly • Lodged Layer (Weekly) (3) Lines, Point, Poly

  3. What Do We Do? Cadastre Processing • Create Graphic Titles (1157) (Arc Info Coverage) • Create Layer (1) SDE • Create Various Themes (13) (eg Ownership, UCL, Area Classifications, Easements) • Create Tenure Tables (2) (Info – GIS Ownership, DOLA Reserves)

  4. What Have We Done? Realignment to 28 May-2010 – Cadastre • Corporate - 12x Datasets (1000) Layers - Maprite • Local Planning Schemes – 150x Datasets (1500 layers) - Landgate Technique • Provided to SLIP

  5. What Are We Doing? Realignment to 30-June-2012 Cadastre – 1.4m Lines • Determine Alignment Method - Maprite or Landgate Technique • Revisit Previously Aligned Datasets – 162x Datasets (2500 Layers) • Align Additional Datasets – 150x Datasets (500+ Layers)

  6. Example: Post 2010 Realignment issue

  7. Lessons Learned • Each method of realignment still requires a substantial degree of editing • Each method of realignment is performed over relevant sections, not State-wide • Processing times and accuracy can vary • Landgate and DoP have collaborated well in achieving results

  8. Before After

  9. Before After

  10. Maintaining Alignment Options 1. Chasing Option • DoP uses Maprite to intermittently determine shifts, realign and refresh its datasets OR • Landgate provides regular change vectors so DoP can realign and refresh its datasets. 2. LandgateSplit Dissemination Option • Landgate provides daily (near real-time) content updates from a dissemination database without incremental positional adjustments AND. • Landgate provides regular scheduled change vectors so everyone can realign and refresh its datasets at the same time. 3. Integrate Zoning into SCBD Option • DoP Zoning is integrated into the SCDB; DoP has access and editing privileges or Landgate does this process for DoP. • DoP’s unsurveyed delineators are absolutely defined (eggps coordinated) rather than off-set defined from the cadastre) • Continuous Realignment on the fly option (GD2 Solution)

  11. Issues for Consideration 1. Data Management Issues • Frequency and scheduling content of updates (ie new lots) • Frequency and scheduling of positional accuracy adjustments (ie moving existing lots) • Data structure models for analysis • Our GIS Directions Program intends to maintain boundary linkage at the time of each data edit so once implemented there would be no need for periodic re-alignments. • MRS/ unsurveyed boundaries to be defined by coordinated GPS rather than the current offset/ dimensions method.

  12. Issues for Consideration 2. Data Access Licences Issues • Degrees of access including via Landgate’sMapviewer • Legacy access to the tenure / property ownership • Improved integration with the Valuation Datasets 3. Product Creation • Inclusion in derived products • Content (eg PSMA Cad lite, Land parcels greater than 1ha) various offerings available • Positional accuracy in regional areas and aboriginal communities • Positional accuracy in sync with aerial photography accuracy

  13. Future Initiatives /Ideas • Strata Lots • 3D cadastre • Underground and aerial above ground easements and cadastral boundaries • Assignment of land-use in multi-story strata buildings • Attributing land-use / zoning in the cadastre • Integrated Planning /cadastral data so attribute of Land Parcel • Aboriginal Community Land Parcels included in SCDB • Easements
