  3. Loan Program • Revolving Fund loan program based on federal capitalization • Some capability to provide subsidy in the case of ratepayer hardship. • Loan Rates • 2.3% for 20 year term • 1.1% for 5 year term. Ecology Application Workshop

  7. Timelines • November 2, 2012 (5:00PM) – Applications must be in Ecology’s Lacey offices! • February 2013 - Proposed funding list available. • July 1, 2013 – Money available from legislature.   10. Step 1: Planning • No prerequisites • The planning project funded must include complete environmental review (SERP) as part of the scope of work* * SERP is required for “Treatment Works” as defined under Section 212 of the Clean Water Act. Ecology Application Workshop

Step 2: Design • At the time of application: • Technical approval of planning document by Ecology • Complete Environmental Review (SERP) • Stormwater: SERP is completed as part of design • Wastewater: SERP is required at the time of application • Cost effectiveness analysis Ecology Application Workshop

Step 3: Construction • At the time of application: • Technical approval of planning document and design document by Ecology • Complete environmental review (SERP) • Cost effectiveness analysis • Wastewater Projects: Federal Cross Cutting requirements for projects prior to signing the loan agreement. Step 4: Design & Construct • Total project cost $5M or less • At the time of application: • Technical approval of planning document by Ecology • Complete environmental review (SERP) • Stormwater: SERP is completed as part of design • Cost effectiveness analysis • Federal Cross Cutting requirements for wastewater projects prior to reimbursing for construction activities. State Environmental Review Process (SERP) • Complete and well documented SEPA process. • Keep Ecology involved throughout the process to ensure that Ecology can concur with the SEPA lead agency’s determination. • Consideration Of Alternatives and Cost Effectiveness Analysis. • Opportunity for public input including at least one public meeting. • Discussion of project alternatives. • Environmental consequences of the project. • Financial and rate impacts of the project. • Ecology’s involvement in the process and concurrence with the final determination. State Environmental Review Process (SERP) • Required to apply for design or construction projects • SERP is separated from the Federal cross cutting requirements • Ecology can adopt NEPA to satisfy SERP requirements. • SERP guidance available on Ecology website • Questions? Investment Grade Efficiency Audits • IGEA will become a condition of your loan and grant agreements. • State Legislative condition for Ecology, Health, and Public Works Board funding • Applied to FY12 and FY13 funds • At this time we are assuming the legislature will keep the requirement. • Identify energy savings in your Facility • Peer Review (value engineering) of design. • Audit the existing facility for energy projects. • GA offers Audits through the ESPC (Energy Savings Performance Contracting) program • Alternative Contracting with guaranteed performance. • Preliminary audits available free of charge.   21. Subsidy – Hardship Communities with a population of 25,000 or less, where sewer rate would be more than 2% of the median household’s income as a result of the project, before receiving Ecology subsidy. Ecology Application Workshop

Hardship – Rate Impact To Residential Sewer Customers • Ecology does not set your sewer rates. • Rate structure and local subsidies are local decisions • The Hardship calculation uses an averaged sewer rate based on SRF financing. • Existing debt, new debt, existing O&M, new O&M • Less sewer rates from industries • Divided by the number of residential accounts • Equals the hardship analysis rate • Hardship Analysis Form Ecology Application Workshop
