Country Based Policy Analysis – why do we need it? • An analysis that reflects the 2008 Declaration’s vision • A sound basis for: • Decent Work Country Programmes • National tripartite policy dialogue and Decent Work policies and plans • An ILO input into UNDAF and other frameworks • Main users: Constituents and Country Offices

Assignment 2 strategic framework • A sustainable, demand-driven country analysis service to the Constituents and ILO Country Offices • Decent Work for all women and men • Effective DW policies • Assignment 2 interventions What we will do about it The change in the ILO The change in the member states The change for women and men

The process The DWCPAs Uses Requested by Country Offices and Constituents DECENT WORK COUNTRY POLICY ANALYSIS Concise, covering Productive Employment, Protecting People, Social Dialogue, ILS, gender, interrelationships PART I: main trends in key economic, social and DW Indicators, challenges PART II: assessment of policies, programmes and institutions PART III: Policy and institutional options Tripartite dialogue National policy frameworks, PRSP and others Country Offices take lead in collecting inputs DWTs take lead in analysis and write up DWCP Human Development Report, UNDAF, UNDAP Technical support from HQ as required Use national partners, involve constituents Prior agreement on staff and funds allocation

An enabling environment, including GB and Senior Management support, incentives for teamwork, coordinated assignments and other initiatives Progress of One UN Positioning of the service compared to similar products of other organisations Template Technical guidelines Process guidelines Conditions for a sustainable Country Analysis service

Advocate for GB and Senior Management support and coordination – inclusion in next Programme and Budget Position the DW Country Policy Analyses to reflect the 2008 Declaration • Develop and test tools • Resource allocation agreements • Training • Plan beyond Assignment • Promote • Demonstrate value for money • Plan beyond Assignment DEMAND Our interventions to achieve those conditions SUPPLY

Sustainability from the start • Learn from past experience, build on what exist • The Assignment facilitates; it does not implement or fully fund • Develop ownership in the house – participation, sharing, including from and with the field • Demonstrate through 12 to 15 DW Country Policy Analyses • Accountability and evaluation • Plan demand and supply beyond the Assignment • Advocate for inclusion in Programme and Budget

  9. Where we are today • First draft of template, technical and process guidelines • Tanzania, Sri Lanka, Samoa pilots started • Strategic Peer Review conducted • Global Learning Event • Global Focal Point Workshop planned • Strategic Directions from DG available
