El Paso Electric Residential Energy Efficiency Benefits for EPE & Non-Participants • Each Program must be cost effective and pass the Total Resource Cost (TRC) Test • This test ensures that the Benefits of the program exceeds the Costs to implement the program. • The Benefits for the programs apply to all customers because the resources that would have been required to supply the saved kW and kWh is avoided or delayed for the Effective Useful Life of the measures installed.
