  1. WATER SUPPLYIN SUSTAINABLE SANDHILLS REGION • Linwood Peele • Water Supply Planning Section • Division of Water Resources • NC Department of Environment and Natural Resources • Sustainable Sandhills Water Resources Conference • November 8, 2007 Southern Pines, NC

  2. Water Supply in the Sustainable Sandhills Area • Presentation Overview • Water Supply Planning Requirements: • Local Water Supply Plans • Water Withdrawal & Transfer Registration • River Basin Water Supply Plans • Sandhills Area Geography • Water Use • Water Supply • Ground Water & Surface Water • Summary • Questions

  3. Water Supply Planning • Background • Water supply planning and management require an understanding of both available water resources and demands being placed on those resources • Local Water Supply Plan (LWSP) • Water Withdrawal Registration (WWR) • This information is needed to develop a more complete understanding of water use and availability in North Carolina

  4. Local Water Supply Plan Requirements • Requirement • Local Water Supply Plan (LWSP) • An assessment of a water system's current and future water needs and its ability to meet those needs • Units of Local Governments • Community water systems having 1,000 or more connections or serving more than 3,000 people • G.S. 143-355(l) was established in 1989 • Updates are required at least every five years • Update schedules are now staggered according to river basins

  5. Local Water Supply Plan Contents • Complete plan includes: • System Information • Water Use Information • Water Supply Sources • Wastewater Information • System Planning and Projections • Water Shortage Response Plan • For managing water use during times of water shortages • Interbasin Transfer Worksheet (if applicable)

  6. Local Water Supply Plan Demand vs. Supply

  7. Water Withdrawal Registration Requirements • Requirement • Water Withdrawal Registration (WWR) • Agricultural users > 1,000,000 gallons any single day • Non-agricultural users > 100,000 gallons any single day • G.S. 143-215.22H was established in 1991 • Registrations are required at least every five years • Registrations are now being requested every year

  8. River Basin Water Supply Planning • A tool to: • Support long range, sustainable management of North Carolina’s river basins • Provide a reliable, quantitative method to plan for sustainable water use • Provide an objective basis for management and regulatory decisions

  9. Hydrologic Model Historical Flows Operation Guidelines Water Use Evaluation Criteria Local Water Supply Plans Self-supplied Industry Agriculture Other Registered Withdrawers River Basin Water Supply Planning

  10. Sustainable Sandhills Region

  11. Sustainable Sandhills Counties

  12. Sustainable Sandhills River Basins

  13. LWSP Demand

  14. LWSP Demand vs. Supply

  15. WWR Demand

  16. Ground Water Supply • Past Studies • Sandhills Capacity Use Study, January 79 • Groundwater Resources of the Southern Pines Area, May 80 • A Supplement to the Sandhills Capacity Use Study • Results • Some decline in the Sandhills areas, but normal decline overall • High yielding aquifers • Surficial • Upper Cape Fear • Black Creek

  17. Ground Water Supply • Current Programs • DWR is currently monitoring 28 wells • DWR is seeking funds to add a new well to the monitoring network in the Sandhills Area Active DWR Network wells are distributed as shown on map.

  18. Ground Water Monitoring Wells

  19. Potential GW Monitoring Sites

  20. Surface Water Supply • Major Reservoirs • Lake Tillery • Blewett Falls Lake • Major Rivers • Cape Fear River • Deep River • Lumber River • Yadkin River • Regulatory • Interbasin Transfers (New Bill – HB820) • IBT Certificate needed for >2 mgd transfer

  21. Summary (Points to take home…) • All water use must be reported (especially large users) • Monitoring of ground and surface water sources must continue • Ground water monitoring sites needs to be increase in the Sandhills Region • Utilize more surface water sources (IBT issues) • River Basin Water Supply Plans will provide a reliable, quantitative method to plan for sustainable water use • We must…

  22. Manage our limited water supply for sustainability
