The foundation of modern and scientific statistical services began with the establishment of the “Central Statistical Department” under the Prime Ministry in 1926, three years after the foundation of the Republic. Later, the Central Statistical Department Center was renamed the “Central Directorate of Statistics”. And due to the need for improvements in the statistical system of the country a Law was enacted in June 1962 to set up the State Institute of Statistics under the Offices of the Prime Minister. SIS is the main official organisation that is responsible for the collection, evaluation and dissemination of statistics for the decision makers, researchers and public in a wide range of issues like economy, demography, agriculture, education, tourism, environment etc. STATE INSTITUTE OF STATISTICS

Objectives • To provide a geo-referenced address frame based • on establishments • To define enumaration areas • To realise field organisation using GIS • To disseminate census results in geo-referenced form (paper maps, on web) in addition to tables • Allow SIS users making spatial analysis on addres based • information after census • To develop a model and extend for whole settlements • in Turkey State Institute of Statistics, June 2001

Data to be used in the project Scale : 1: 1000 Data Source : Digital Maps provided from municipality Production Year: 1994 Coverage : İstanbul Metropolitan Area – Bahçelievler District Area: 16.782206 square kilometer Data layers : 1. Main Steps of the Project Providing Digital Maps Organizing Data layers Determining inconsistency (if exists then field work) Updating maps using high resolution images Defining enumaration areas according to the criteria that an enumarator can visit at most 15 establishments in a day Preparing hardcopies showing enumaration areas and address list. Field work for census Relating questionnaries to maps Opening geographic database to other units Dissemination

  14. Turkish Statistical Regions Turkish Statistical Regions consist of three regional levels corresponding to the existing administrative divisions : Level 3 : 81 regions (81 Provinces) Level 2 : 26 regions (group of provinces) Level 1 : 12 regions (group of level 2 regions)

The objectives of the project can be given as follows: • To provide the optimal usage of natural resources • in thecountry • To determine the environmental policies by comparing regional land cover • To constructa spatial data frame for the other • related Surveys • To update Land Cover Study done by SIS in 1993 • To obtain harmonized land use statistics with EU • (The methodology of this project will be same as CORINE Land Cover Project) State Institute of Statistics, 002

The main stages of theProjectwill be as follows: • Covering wholecountry by high resolution satellite • images ( Landsat 7-ETM images were purchased) • Geometric correction of satellite images • Image enhancement processfor visual image interpretation • (Resolution merge and contrast enhancement processes • were done) • Preparation of 1:100,000 scaled image maps State Institute of Statistics, 2002

  29. Internet Mapping The aim is to use GIS technology to support geo-referenced information dissemination with the help of internet mapping tools Depending on SIS dissemination policy users will have access to perform queries to create their own thematic maps interactively on internet.

  30. Internet Mapping At the beginning web based geo-referenced statistical data dissemination on internet will be based on admininistrative boundaries especially province and district level. For this purpose 1:1.000.000 scaled digital administrative boundary coverage is being used.
