  • www.ci.eugene.or.us launched in 1994
    • All department and division pages looked different
    • Organically, individually developed
    • Library pages had been created independently with a private consultant, and employed frames
    • Library pages were not maintained by anyone but the ILS manager, grabbing content when saw it in print
  • www.eugene-or.gov launched in 2005

  • Consistency & branding: Templates for consistent look and feel
    • Navigation
    • Fonts, margins
    • Page styles
  • Lots of built-in tools
    • CMS features, including versioning
    • survey tools
    • collaboration tools promised
