We welcome • The move towards more sustainable and more performing aviation • The positive initial approach to Safety • The confirmation of the “duty of general interest of air navigation services, including public service obligations” • The confirmation of the “bottom-up approach” for establishing “Functional Airspace Blocks” (FABs)

SES IIPerformance Targets Safety as N°1 objective Capacity Environment Cost efficiency This requires : • A mature safety oversight • A performing CFMU within Eurocontrol • An overall plan for Air Transport where all the stakeholders play an active role • An efficient European cooperation scheme

  5. SES II Maintaining “cost recovery mechanism” at the heart of ATM funding Transparency and costefficiencycanbeachievedwithoutintroducing penalties and limiting cross-subsidies. Services whichdeliversafetyshould not befinanciallyjeopardized.

  6. SES II Keeping CNS inside Air Navigation Services Service Provision Article 18a couldenable the « unbundling » of ATM. For the integrity of the ATM safetychain, we do not support such an objective at the Europeanlevel. CNS : Communications, Navigation and Surveillance

  7. SES IISESAR The ATM master plan : Waiting for a realistic system development Must also answer ATM personnel expectations and include human aspects

  8. SES II Consultation The consultation scope of staff representatives should be as broad as possible. Social dialogue structures, at all levels (company, regional – FAB – national and European), need to be strengthened and consulted formally on every SES domain.

  9. SES II Tasks of National Supervisory Authorities (NSAs) Ensuresufficientresources and skills. Inspections and surveys by NSAsshouldincludechecks on requiredstaffingnumbers

  10. SES II Extension of the licensing scheme Commission proposaldoes not takeintoaccount the humanfactors aspect of ATM. Safetyiscloselyrelated to competence of ATM personnel, hence the necessity of a good and expandedlicensingscheme (at a first step to ATSEPs)

  11. SES II Just Culture Commission proposaldoes not mention « Just Culture » A widerimplementation of Just Culture wouldenhancesafety in Europe.
