  3. eHealth Network (1) • Directive 2011/24/EU on the application of patients’ rights in cross-border healthcare • Article 4, section (2): The Member State of treatment shall ensure that: … (f) in order to ensure continuity of care, patients who have received treatment are entitled to a written or electronic medical record of such treatment, and access to at least a copy of this record in conformity with and subject to national measures implementing Union provisions on the protection of personal data, in particular Directives 95/46/EC and 2002/58/EC. • Article 14: The Union shall support and facilitate cooperation and the exchange of information among Member States working within a voluntary network connecting national authorities responsible for eHealth designated by the Member States.

  4. eHealth Network (2) • Last meeting 19 Nov. 2013 • Agreement on the formation of 2 sub-groups: • (a) Proposal for a Standing Coordination Group for deployment of semantic and technical interoperability; • (b) Preparatory work for new Multi-annual Work Plan of the eHN • Guidelines on PS minimum data set adopted • Next meeting 13 May 2014 during eHealth Forum 2014 in Athens

EIF • As part of the Digital Agenda (one of 7 flagship initiatives in Europe 2020 Strategy): EC adopted Comm. 2010/744. • Annex 2 of Comm.: European Interoperability Framework (EIF) which provides guidance to European public administrations about the design of European public services incl. 25 recommendations • Purpose of EIF: • promote and support the delivery of European public services by fostering cross-border and crosssectoral interoperability; • guide public administrations in their work to provide European public services to businesses and citizens; • complement and tie together the various National Interoperability Frameworks (NIFs) at European level.

  6. eHealth EIF • In 2012 EC set the objective to develop, with advice of eHN, an eHealth European Interoperability Framework in the context of the generic EIF • Goal: Define common set of standards, profiles and procedures relevant to the electronic provision of healthcare services • eHealth EIF study (2013) proposes high-level structure & conceptual framework of the eHealth EIF and assesses (10) technical specifications; • Results to be used to specify deployment of cross-border eHealth services in the frame of the Connection Europe Facility (CEF) and on national levels. • MS will be invited to use the framework when deploying eHealth. The Framework should be deployed by 2015

EIP-AHA • EIPs streamline, simplify & coordinate existing instruments and initiate new actions where necessary • Overarching target of European Innovation Partnership on Active and Healthy Ageing (EIP-AHA): Increase average healthy lifespan by two years by 2020 • Bring together key stakeholders (end users, public authorities, industry); actors in the innovation cycle (research to adoption), along with those engaged in standardisation and regulation • Goals: • Foster innovation in products, processes and services; • Facilitate innovation chain and reduce the time to market for innovative solutions; • Produce benefits for innovation's final users – the older people and care providers.

Multi-StakeholderPlatformon ICT Standardization (1) • Commission Decision of 28 November 2011 setting up the European multi-stakeholder platform on ICT standardisation • Article 2:“The platform’s tasks shall be to: • (a) advise the Commission on all matters related to European ICT standardisation policy and its effective implementation; • (b) advise the Commission on its ICT standardisation work programme and its priorities; • (c) identify potential future ICT standardisation needs in support of European legislation, policies and public procurement; • … see full Decision here • As from the Austrian Federal Ministries Act responsibility with BMWFW (former BMWFJ). Multi-StakeholderPlatformon ICT Standardization (2) • MSP: Asked by the European Commission to discuss & advise on set of proposed specifications for specific eHealth use-cases; • CEN leadership in close collaboration with MSP members ISO, ETSI, CENELEC, OMG, GS1 & eHealth specific org. including HL7, IHE, Continua, IHTSDO propose to involve eHealth bodies (within their own organisations); • Discussion in MSP meeting June 2013 led to questions that have been discussed during European eHealth Standards Summit in September, in the broader context of eHealth standards.

Multi-StakeholderPlatformon ICT Standardization (3) • „Towards an eHealth Specifications Platform (eSP)“, steps: • Discussion with MS through eHGI and eHN to arrive at a simplified structure • Follow-on discussions with National eHealth Competence Centres • Exploration of eHealth Specifications Platform contribution to the uptake of epSOS specifications • Aim to involve relevant health and ICT industry partners & inspire them to turn to int. standards recommended by MSP and endorsed by EC

Related • PHC-34-2014 H2020 Call on eHealth interoperability (deadline 2014-04-17) • 4 Challenges, each addressed by individual Coordination and Support Action • No. 1 Common clinical reference standards for eHealth deployment in Europe • Expected impact: Convergence in use of eHealth Standards in Europe and the world; contribution to eH EIF + deployment of eHalth services (including cross-border).
