  4. Officials Pre-Game Conference • Essential in order to establish a good working relationship between officials • Establishes a team approach to the game • Comfort Level • Helps to cover potential problems • Review of rules and difficult situations W

  6. Pre-Game Conference Checklist • Be aware of team’s sportsmanship history: • Have you/your partner had this team before? • Pass along info you know • SUBSTITUTIONS: • Who is responsible for subs? • Who signal’s play is ready to resume? • Be alert to help out any unusual game conditions. W

  7. Officials/Team Uniform • Be aware of team colors • Make sure team colors are distinguishable from each other • Goalkeeper’s shirts are contrasting to teams and officials • Pennies are available W

Score Card and Game Card • Game score – scorekeeper will need help • Needs to be accurate • Both who scored and total goals for each team • YELLOW OR RED CARD ISSUED • Jersey number and time of infraction • Reason for the card • Before issuing a card, make sure and check your records to see if they have received prior in your game that would disqualify them for the remainder of the game M

  9. Captain’s Meeting • Introductions • Sportsmanship emphasis • Coin Toss (I.e. odd/even, paper-rock- scissors, etc.) • Options: Kickoff or side • Switch at the half • Review any field conditions that may be a concern W

  10. Beginning the Game • Count the players • Assistant officials are responsible for counting players on their side of the field and signaling to the center official the team is legal. • Make sure officials are ready • Blow whistle to start game M

  11. Accuracy of Decisions • Identifying fouls and misconduct • Correctness of penalty enforcement: • Appropriate free kick awarded • Warn or caution as required by rule • Identify serious disregard for the rules • Send the players out of the game when required • Advantage K

  12. Game Control • The crux of successful game control is the ability to see the incident, recognize it for what it is and act accordingly to ensure that fairness is served. • All officials need to have game control as a priority throughout any game • You are the 3rd team on the field! K

Identifying Fouls and Misconduct • Handballs - intentional/unintentional contact • Ball to hand OR hand to ball • Shielding/Legal charge from behind • Hooking an opponent to keep them in position • Obstruction to Holding, Holding to Pushing • Identifying “over the back” as to “backing under” • Attempting to play from the ground • Identifying potentially injury-inflicting fouls M

Cautions and Ejections • Cautions and ejections are properly indicated so that the offender is identified and the appropriate punishment is clearly identified. • Cautions and ejections are issued in a firm, calm and non-threatening manner. • Execute cautions and ejections in the same manner you have been calling fouls the entire game. • i.e. same tone and body language M

  22. Substitutions • A1 indicates that the restart will be delayed for a substitution. • Through pre-game arrangement with scorekeeper, allow the proper substitution by beckoning the substitute. • Center restarts with whistle. W

During Play - Fouls • Center and Assistants • Stop the game with a whistle and run to the spot of the foul to control retaliation or misconduct. • Indicate direction and make sure the ball is properly placed. • Allow either a quick free kick restart or make sure the defenders are at least 10 yards from the spot of the ball. W

  24. During Play - Fouls • Center • If the kick is indirect, give the appropriate hand signal and hold it until the ball has been played by another player or goes out of bounds. W

During Play - Goal Kick • Assistant 1 or 2 • Position is near the touchline, near the halfway line and the player taking the kick • Observe players in the area where the ball will land • Assist Center on ball clearing the penalty area properly • Center • Declare the ball ready to play • Position is at the top of the penalty area, halfway between the touch line and penalty area • Observe that the ball clears the penalty area and is played by a second player W

  26. During Play - Goal Kick • Assistants 1 or 2 • Off-ball officiating • Help with long passes • Be aware of rotations • Observe players in the area where the ball will land W

  27. During Play – Corner Kicks • Assistants 1 or 2 • Assist with ball being in/out of play • Positioned on the goal line between the goal post and the outer edge of the penalty area • After determining that the ball will land in play, direct attention to players in area where ball lands. W

During Play – Corner Kicks • Center • Make sure the ball is properly placed and give a whistle when needed. • Positions near the top of the penalty area on his/her side of the field, regardless which side the kick is taken from. • Kicks from the right - observe the action on and around the goal keeper and in the goal area. • Kicks from the left - observe the placement of the ball, gives the signal to restart and watches the action on and around the goalkeeper and in the goal area. W

  29. During Play – Throw Ins • Assistant nearest the touchline from which the throw will be made is responsible for the throw being properly taken and for observing the players in the area of where the throw will land. • The center will be responsible for play on the ball. W

During Play - Goal • Assistants 1 or 2 • 100% of the ball must cross the goal line • Visually check with the center making his/her way towards the halfway line and confirm that a goal has been scored. • Observe player behavior in and around the penalty area • Takes up a trail position, keep players under observation W

During Play - Goal • Center • Make proper goal signal and point to the center circle with arms fully extended. • Walk towards the center circle while observing the players and preventing unnecessary celebration. • Record the goal when in position for the kick-off. • Make eye contact with assistants before signaling for the kick-off to be taken. • Make sure assistants have given you the ready signal for both teams W

  32. Fouls and Violations • Not every call warrants a yellow or red card – make sure there is not a doubt in your mind that a card should be issued. • Game management is the key to having a successful and clean game…set the tone early. K

What elevates a foul to misconduct? • Point of contact • Direction of contact • Time of contact • Severity of contact • Intent of contact • Intimidate • Retaliate • Injure • Stop the play • Result of contact • Triggers retaliation • Loss of referee control • Stops a goal scoring opportunity M

Direct Kicks • A direct kick is awarded to the opponent when: • Kicks or attempts to kick an opponent • Trips or attempts to trip an opponent • Jumps at an opponent • Charges at an opponent • Strikes or attempts to strike an opponent • Pushes an opponent • Tackles an opponent to gain possession of the ball, making contact with the opponent before touching the ball • Holds an opponent • Spits at an opponent – RED CARD AND EJECTION • Handles the ball deliberately (except for the goalkeeper within his own penalty area) M

  35. Direct Kicks • What is the difference between a Direct and Indirect kick? • On a direct kick you can score by kicking the ball directly into the goal. • AS AN OFFICIAL, YOU MUST SIGNAL PROPERLY AND CLEARLY FOR ALL PLAYERS TO SEE…example story M

Indirect Kicks • An Indirect Kick is awarded to the opponent if: • Holds the ball for more than six seconds before releasing it from his/her possession • Touches the ball again with his/her hands after it has been released from his/her possession and has not touched any other player • Touches the ball with his/her hands after it has been deliberately kicked to him by a team-mate • Touches the ball with his/her hands after he/she has received it directly from a throw-in taken by a team-mate • Wastes time • Plays in a dangerous manner • Impedes the progress of an opponent • Prevents the goalkeeper from releasing the ball • Commits any other offense, not previously mentioned, for which play is stopped to caution or dismiss a player M

  37. Indirect Kicks • On indirect kicks, a second player must touch the ball before it can be scored. • This includes the offensive players and defensive players…any 2nd player • SELL CALL IF NEAR THE PENALTY BOX • Signal properly M

  38. Penalty Kick • A penalty kick is awarded if any of the previous ten offenses is committed by a player inside his or her own penalty area, irrespective of the position of the ball, provided it is in play. • All players must remain outside the penalty area and the penalty arc until the ball is kicked. The goalkeeper must have both feet on the goal line until the ball is kicked. • If after the ball is kicked, it rebounds off of the goal or the keeper and stays on the field, the ball is “live” and anyone can play it. M

During Play – Penalty Kick • Assistants 1 or 2 • Points to the penalty mark and moves to the edge of the penalty area near the goal line • Positions him/her self to observe movement of both goalkeeper and kicker • Observes that the goalkeeper does not move forward before the ball is kicked • Acts as goal judge • Makes sure the goalkeeper is ready W

  40. During Play – Penalty Kick • Center • Is positioned at the corner of the penalty area, opposite the lead referee • Responsible for infringement of penalty area and semi-circle arc by members of both teams • After a penalty kick has been awarded, the trail official will pick up the ball and prepare for the kick • Will hand the ball to the kicker and instruct the player where to place the ball • Declares the ball ready and whistles for the kick to be taken W

  41. Advantage • What is an advantage? • When do we use the advantage clause? • Can we still call a foul/violation after invoking? What is the signal? Do we have to give the signal? M

  42. Advantage • Use advantage in a manner that it has a positive effect on game control. • Apply advantage appropriately to the tempo of the game. • Correctly indicate by signal and voice. M

  43. During Play - Advantage • Center and Assistants • Either may shout “Play On” and move both hands forward in a sweeping action. • It is recommended that the assistant further away from the play delay his/her whistle in case the center chooses to allow advantage. W

  44. During Play - Injuries • Center and Assistants • Stop play by blowing whistle. • Check to see if assistance is needed. • Stop the clock and request a Site Manager to attend to the injured player. • Remove from the game any player found to be bleeding and not allow them back in the game until satisfied that the player’s wound and uniform have been properly cared for. W

During Play - Injuries • Assistant 1 • Make sure either coach does not “instruct” their players during stoppage for injuries. • Allow the teams to substitute as specified by the rules. • Restart the game as specified by rule. • Make sure remaining players do not leave the field of play without permission. W

  46. Yellow Cards • A player shall be cautioned (yellow card) if: • Demonstrates unsportsmanlike behavior • Dissents by word or action • Persistently infringes the law of the game • Illegally enters the game • Illegally exits the game • Delays the restart of the game • Does not assume the 10 yard distance for free kicks • Any foul or violation deemed a yellow card violation • Cursing and drawing attention to themselves or at another player • 2 yellow cards = 1 red and ejection M

  47. Red Cards • A player shall be issued a red card (ejection) if: • Demonstrates violent conduct • Demonstrates serious foul play • Uses foul and abusive language • Spits • Receives a 2nd yellow card • Intentionally physically impedes a player with an obvious opportunity to score a goal • Denies the opponent a goal by intentionally handling the ball • Anything else the official deems a red card violation M

  48. Issuing Cards • DO NOT GET IN THE PLAYERS FACE TO ISSUE CARDS • Call player over and hold the card high over your head, not in their face. • Do not hesitate to pull the card when issuing, be strong and confident when you make the call M

  49. End of the Game • Center will signal with a whistle and point to the center circle with arms and fingers extended, declaring the end of the game. • Assistant closest to the ball at the end of the game, retrieve it and supervise the departure of teams from the field. • Meet at or near midfield. • Leave the field as a team briskly at the completion of the game. • Go to IM supervisor and complete sportsmanship ratings! W
