  1. Clean Development Mechanism (CDM) under the Kyoto Protocol Guidelines to fill CDM-PDD, CDM-NMB and CDM-NMM WB Workshop for developers Buenos Aires 5 December 2004 Kai-Uwe B. Schmidt Maria Netto Cooperative Mechanisms UNFCCC secretariat http://unfccc.int/cdm

  2. Project design document| Overview • Based on Appendix B of the CDM M&P – was revised twice • Guidelines + forms: CDM-PDD, CDM-NMB, CDM-NMM (see UNFCCC CDM web site) • For A&R projects forms and guidelines are different (correspond to A&R M&P) • For small-scale project activities a simplified PDD is available. Submissions of new methodologies and/or categories do not need to use forms (correspond to SSC M&P)

  3. Project design document| Important reminders in filling forms • Always reading very carefully the latest version of guidelines before filling in forms • Also need to consult clarifications and guidance from the Board (see UNFCCC CDM web site section for this) before filling forms. • Not to add logos, change text, forms, font or fields • Fill in all requested fields

  4. Guidelines| Overview • CDM Glossary of terms: Important clarifications by EB on terms and info to be filled in the forms (e.g. project participants, crediting period, etc.) • General explanations on how to fill forms (e.g. fill in English, not change logos, etc.) • Explanations relating to each form (e.g. important issues to consider relating to baselines in CDM-NMB, etc) • Explanations relating to each field in a form • Important: The guidelines may be revised as clarifications and guidance by EB evolves.

  5. Guidelines| Glossary of terms • Important clarifications – be careful in adhering to them in filling the CDM-PDD (i.e. definition of project participants) • The Glossary of terms for A&R project activities provides also for key definitions to be taken care of in filling forms

  6. Guidelines| CDM - PDD Needed info to submit CDM-NMM and CDM-NMB Needed info to submit CDM-NMM and CDM-NMB A. General description of project activity B. Application of a baseline methodology C. Duration of the project activity / Crediting period D. Application of a monitoring methodology and plan E. Estimation of GHG emissions by sources F. Environmental impacts G. Stakeholders’ comments Annexes: Annex 1: Contact information on participants in the project activity Annex 2: Information regarding public funding Annex 3: Baseline Information Annex 4: Monitoring plan

  7. Guidelines| CDM-NMB • A. Identification of methodology • B. Overall summary description • C. Choice of and justification as of baseline approach • D. Explanation and justification of the proposed new baseline methodology • E. Data sources and assumptions • F. Assessment of uncertainties • G. Explanation of how the baseline methodology was developed in a transparent and conservative manner • To be submitted together with CDM-NMM and CDM-PDD (sections A-E and relevant annexes) • IMPORTANT: Need for ensuring consistency with CDM-NMM (i.e. formulae, data).

  8. Guidelines| CDM-NMM • A. Identification of methodology • B. Proposed new monitoring methodology • To be submitted together with CDM-NMM and CDM-PDD (sections A-E and relevant annexes) • Two options for monitoring emission reductions depending on project type and baseline methodology (i.e. need to monitor emissions in the baseline scenario and the project scenario OR of the project scenario only) • IMPORTANT: Need for ensuring consistency with CDM-NMB (i.e. formulae, data)
