  • All disaster start and end at the local level

  • Each State has a response plan

  • The Governor of the State must request assistance from the Federal Government

  • President may declare the Disaster after reviewing the State’s Request.

  • At the Presidents direction FEMA responds to the State’s Requests

      • Logistics doesn’t reimburse, but fully supports the reimbursement activities
