  2. Organizational Profile Charles R. Hadley Elementary School, established in 1986, is one of 347 schools in Miami-Dade County Public Schools, the fourth largest school district in the nation. The school has an enrollment of 1,225 students in PK through 5th grade. Our internal customers, the students, are highly transient with a mobility index of approximately 26 percent, mainly due to a large apartment rental community, Charles R. Hadley Elementary is a Title I School, 77 percent of the students are on the federally funded free or reduced lunch program. Our student population is composed of 92 percent Hispanic, six percent white, one percent other. Forty-seven percent of the students are Limited English Proficient whose families are new immigrants from other countries. Eighty percent of the students enter school without command of the English language.
