  1. Training M&S Business Plan Presentation for JLETT Working Group WJTSC 09-1 March 25, 2009 Fred Hartman Institute for Defense Analyses fhartman@ida.org 703-578-2776

  2. Outline • Use of M&S in training • Joint Training M&S Alignment • Training Capabilities AoA • TC AoA Gaps & list of 35 • Training Priorities and Recurring M&S Themes • Revisit 2007 Training M&S Business Plan (TMSBP) • Training Gap Analysis Forum Issues • Questions

  3. Use of M&S in Training • M&S provides one of many methods for delivering learning content • Supports large training exercises and mission rehearsals • Primarily for collective (unit and staff) training • More limited use for individual (on-line) training • Learning content may be more effectively (and efficiently) provided through other means • Effective training with M&S requires distributed and interoperable models and simulations • Some benefits for use of M&S in training • Safety • Home station with global access • Reuse of scenarios and vignettes • Effective venue for many theater operations

  4. Identified training gaps (needs) • Identified training capabilities • Strategy for filling gaps • Enhancements/ improvements supporting training needs • Recommended strategic M&S training Investments Joint Training M&S Alignment 2007 Training M&S Business Plan 2009 Update • Detailed M&S landscape (capabilities) • Coordinated requirement shortfalls • Updated investment recommendations 2004 2007 2009

  5. Logical Needs & Capabilities Update TC AOA Draft Training Needs Update Process OSD Guidance CJCS Guidance Requirements Analysis JTERC User TGAF Inputs Other Tech Issues JCS/COCOM/OSD Requirements & Capabilities Validation Activities Updated Training Requirements And Capabilities Lists Validated Requirements & Capabilities Technology Analysis (Current Systems) Training Systems Listing LVC TE Program Budget Details Tools & Products Capability Analysis Planned Programs

  6. TC AoA Needs Analysis Analysis Team identified 13 broad areas in which the Capabilities Base Case failed to fully meet training requirements Gap Analysis • COCOMs and Services identified Joint Mission Essential Tasks (JMETs) • Considered higher level guidance, e.g. QDR • Training requirements and capabilities provided by Joint Training Review Group (JTRG) • Additional data gathered from COCOMs, Services and Agencies • Tiger team led by Joint Staff J7 expanded to a more detailed list of 35 items • The 35 gaps were listed in priority order to form basis for effectiveness analysis Look at grouping and new priorities for Gaps and identify the top targets for development

  7. TC AoA Training Gaps Green= Significant capability added Yellow= capability in development M&S Capability Added (Green), Developing in 08 (Yellow)

  8. 2007 Training Priorities • Mission rehearsal capability (rapid data) • Rapid Database Development • Shortening the Joint Exercise Life Cycle • Adaptable constructive training systems • Ability to train nonkinetic processes and activities • Cross Domain Solutions • Multi-echelon training • Strategic context (Multi-national) • Emerging concepts (Irregular Warfare) • Emerging missions (Inter-agency) • Embedded training capability • Synthetic Natural Environment improvements * Gaps from the TC AoA discussed in the TMSBP, 2007 Edition

  9. 2007 Survey Federations • Eight Training Federations • Joint Warfighting Center (Joint Training Div) • Joint Live Virtual Constructive (JLVC) • Joint Multi-Resolution Model (JMRM) • Army PEO for Simulation, Training, and Instrumentation • Multi Resolution Federation (Joint Land Component Constructive Training Capability (JLCCTC - MRF)) • Entity Resolution Federation (JLCCTC - ERF) • Navy Fleet Forces Command (Training Operations Division) • Battle Force Tactical Trainer (BFTT) • Navy Continuous Training Environment Federation (NCTE) • Marine Corps Training and Education Command • USMC Deployable Virtual Training Environment Federation (DVTE) • Air Force Agency for Modeling and Simulation • Air and space Constructive Environment (ACE)

  10. Log Play in Training Federations • Joint Live, Virtual, and Constructive Federation • Joint Deployment Logistics Model (JDLM) • JDLM is being enhanced to improve logistics play to include Air and Space and Maritime forces • Joint Land Component Constructive Training Capability (JLCCTC) both Multi-Resolution (MRF)and Entity Resolution (ERF) Federations • Joint Deployment Logistics Model/Logistics Federation (JDLM/LOGFED) • Air and Space Constructive Environment (ACE) • Logistics Simulation (LOGSIM)

  11. 2007 Investment Strategies • Common object model (JCOM 08) • Rapid correlated terrain data (Common LVC Terrain Database 08) • Rapid scenario-based individual and small team training (JDA II 08) • Architectures for common data – initialization for • Operational environments (LVCAR 06/08 & SEIS 07) • Logistics and infrastructure (JTBA 07) • Forces - unit and electronic order of battle • Mission environment – econ, diplomatic, political, and indigenous civilian (TAUO 08) • Mission environment – medical, public health, and related • Cross domain security and Multinational info sharing • Common general-purpose interface (Standards Vetting Tool 07) • Non-kinetic warfare including • HUMINT (HUMINT Wargaming Trainer 07) • Information Ops • Network warfare – net centric environments • Electronic and information warfare • Second order effects for effects-based planning and operations • Chemical Bio (CBRNE) including human effects (Indicates areas and year addressed by MSCO funding)

  12. Top 5 TGAF M&S Issues - Nov 08 • 1) Integrated Air and Missile Mission • 2) Exercise Design and Integration • 3) Cross Domain Solutions • 4) Air Ops • 5) Joint Logistics

  13. Updated Training Needs - Feb 09 • Train Joint Task Forces (JTFs) • Train for Reliable Information Sharing and Cross Domain Operations • Train Forces on Integrated Air and Missile Missions • Train Forces on Irregular Warfare (IW) and Political, Military, Economic, Social, Infrastructure, and Information (PMESII) • Train Forces on Realistic Logistics • Train for Planning and Deployment • Provide faster and higher fidelity Mission Rehearsal • Train for Integrated Homeland Defense and Consequence Management Missions • Train for Integrated SOF • Train Forces in CBRNE Environment • Train Intel Community at the Strategic to Tactical Level • Combat Global Strike Training • Train for Integration and Mobilization of the Active and Reserve Components

  14. Closing Thoughts • Enhancements are a continuous process - operational needs and technology are constantly evolving • Rapid changes in threat • M&S applications must be agile and adaptable • M&S Training applications come in a wide range to fit needs • Operators (aircraft, nuclear subs, tanks) • Repair and Maintain (underwater welding, trucks) • Logistics education and training can benefit from training community efforts • Problem solving methods/analysis (Ops Research) • Evolutionary processes to keep up to date • Review details in TC AoA and TMSBP to build forward
