  8. 2015-2020? • The ‘Rump’ HSE • Completely Reactive in most Sectors • Focussed on high societal hazard • Fewer Inspectors in fewer Regional Offices • Further sectoral risk classification • More workers ‘out of scope’ as self-employed exemption defined • Further loss of policymaking expertise
