ALQ-126B Overview • The ALQ-126B Deceptive Electronics Countermeasure System provides increased aircraft survivability by denying accurate range and position data to hostile air defense systems • Installed on over 700 Navy and Marine F/A-18 A-D and AV-8B aircraft • The system consists of a single WRA Receiver Transmitter (RT) and 57 SRAs • The RT is in the left front of the F/A-18 and in the ALQ-164 Pod in the AV-8B F/A-18 AV-8B ALQ-126B ALQ-126B

Support Challenges • Aging System (fielded in mid 1980’s) • Growing Obsolescence and DMS Issues • Significant Back-Orders on Key System Components • Material Availability Constraints at the FRC Depot Resulting in Extended Repair Turn Around Times • Aging Depot Test Equipment • Non-support scenario identified in a one year risk reduction study prior to PBL • System Service Life Extended to 2023 Availability Ran as Low as 60% With Growing “G” Condition

PBL Solution Scope: • Material Availability • Material Reliability • Public-Private Partnering with FRC-Southeast • Supply Chain Management/Inventory Management • Obsolescence Management • FMS Support: Australia (full partner), Italy, Kuwait, Malaysia, Spain Metrics: • Provide a Minimum of 85% System Availability • Requisition Response Time: • IPG 1 (CONUS, to POE, or Freight Forwarder) – 3 working days • IPG 2/3 (CONUS, to POE, or Freight Forwarder) – 5 working days • Classified Items - 3 working days Goal: • Reduce Not-Mission-Capable Supply Time • Improve Repair Turn Around Time (RTAT) • Improve Asset Visibility • Technology Insertion: Reliability/Maintainability Improvements • Share Best Practices Through Partnering Guaranteed Availability of Spares to the Warfighter for an Aging System

PBL Results • Provided high level of System Availability • Achieved 99.9% availability over a four year period – filled over 3,100 requisitions • Eliminated all backorders • Eliminated cannibalization actions • Improved Logistics Response Times • Average fill days 1.1 days (measured at destination) • Material Reliability • Improved repair and diagnostic capability, providing increased reliability & time on wing • Reduced Total Ownership Cost • As proven by NAVICP Business Case Analysis • Inventory Management • Reduced wholesale inventory footprint • Improved Asset Visibility~ 100% accuracy to date • Implemented a Proactive Obsolescence Program • Established mitigation plans for piece parts and WRA • Minimize unknowns - focus on recurring obsolescence & footprint analysis • Proactive supply chain management including timely procurements • Re-establishing sources of supply • Technical enhancements through expanded Class II Engineering Change Proposals

Public-Private Partnering • Commercial Services Agreement (CSA) • Entered into a 10 U.S.C. 2563 partnership with FRC-SE (Jacksonville) in advance of the PBL • This allowed the BAE Systems/FRC-SE team to establish workflows and to define roles and responsibilities • Under PBL, established a 15-year 10 USC 2474 CSA ( 5-year base with two 5-year options) in February 2005 • Facilitated the team • Participated in a Lean Six Sigma event to accelerate best practice sharing • Established joint mission and vision • Identified, characterized and prioritized processes, obstacles for resolution • Identified measures of success • Established processes and defined procedures • Integrated documentation and data support • Provided avenues for communication and cohesiveness Cohesiveness.. Final Thoughts… • The AN/ALQ-126B PBL has achieved material availability of 99.9% from its inception to date. • The PBL embraces government/industry partnering, bringing best practices and in-depth knowledge to the product support team. • The PBL provides unprecedented cost-wise performance to the Fleet for an aging system. Expanding Partnering Excellence to Include NSWC Crane and Additional Items in 2010
