  2. The Corps of Engineers contracts with local nationals to bring in a big back hoe

  3. The plan: drive off the flat bed onto a pile of sand. The left wheels go into a hole. The rig isn’t tied down and it bounces off.

  4. The driver feels uneasy and uses his bucket to stabilize the situation.

  5. The equipment springs a leak, loses hydraulic and radiator fluid, and refuses to start.

  6. This breakdown forces cooler heads to prevail. Additional assets are brought to bear. The equipment is lifted up safely and the truck drives off from underneath. No one is injured and the damages are reduced. A little risk management anywhere along the line could have prevented this from happening.
