  3. CTC Online  Approved Programs - approved, inactive, expired or withdrawn • Essential that the approved program listing is accurate When a new program is approved, the program sponsor must designate authorized signers in order to recommend for the new program CTCOnline@ctc.ca.gov

  4. Adult Education Program Standards Standards adopted November 2010 Programs writing to revised standards now No new candidates accepted in former programs as of January 31, 2013

Vocational Education and Career Technical Education (CTE) August 31, 2010 - Individuals may no longer be admitted to ‘old’ CTE programs - Preliminary Full-time and Part-time CTE credentials no longer initially issued August 31, 2013 - Last issuance date for Clear Full-time and Part-time Voc Ed/CTE credentials

  6. Process to Review Subject Matter Programs Commission adopted 2 Standards Common to All at August 2010 meeting Amended review process adopted in October 2009 Former subject matter programs have expired but program sponsors may continue to recommend according to dates on chart on next slide

  8. California Standards for the Teaching Profession (CSTP) Advisory Panel began meeting in October 2008 Updated CSTP adopted by the Commission in October 2009 Continuum of Teaching Practice posted on CTC-BTSA web page

  9. Teaching Mathematics Panel Updated standard 8A (a) presented September/October 2010 Mathematics Instructional Added Authorization Mathematics Instructional Leadership Specialist Credential Regulations approved September 2011

  10. Reading Updated standards adopted September/October 2010 Reading and Literacy Added Authorization Reading and Literacy Instructional Leadership Specialist Credential Regulations currently delayed

Special Education Standards Standards adopted and regulatory process complete • All programs had to transition to the revised standards by September 2011 Level I program candidates must finish by 1/31/2013 Last date to enroll a candidate into Level II program is 12/31/2014 and candidates must finish by 1/31/2019

  14. English Learner (EL) Authorizations Panel Initial Advisory Panel Recommendations presented in January 2010 EL Authorization Advisory Panel—Recommendations to the Commission in November 2011 Standards for English as a New Language possible adoption in December 2012

EL Proposed Regulations Revised authorization structure limits the authorization for ELD and SDAIE • more closely align with the teaching credential preparation program  Leaves unchanged the authorization for the CLAD Certificate or EL authorization • based on completion of a Commission-approved program or examination  Scheduled information item-December 2012

  16. Update on Teacher Performance Expectations (TPEs) Teaching Performance Expectations are being updated to aligned with the Common Core • Panel Meetings in September and October 2012 • Final Review in Winter 2012 • Draft revised TPEs to Commission in Spring 2012

Teacher Librarian Standards adopted in June 2011 • Programs transitioning to the revised standards Special Class Authorization (SCA) presented October 2011 Proposed regulations • Update authorization • Include National Board Certification as option • Public Hearing September 2012 Commission meeting

Proposed SCA Authorized to teach departmentalized courses in Information and Digital Literacy • including the nature, architecture and cycle of information, Digital Citizenship Allows holder of a Teacher Librarian Credential to have more flexibility in employment as both a provider of services and a teacher of related content

Changes in Examinations As of August 2012 • Mathematics on-demand Computer Based Test (CBT) • English on-demand CBT coming next • Social Science on-demand CBT coming after English • Examination fees raised by 5% for candidates registering after July 2012 • CSET: World Language ELD examination coming in Fall 2013

  21. More Changes in Exams  Examinees without proper ID will no longer be allowed to test (no alternative ID process) TPEs are being updated to align with Common Core standards Issues relating to administrative services credential preparation assessments  are being discussed by the Commission

  23. CPACE Examination CPACE replaced the SLLA for the ASC examination option First administration of CPACE Spring 2011 Commission set a passing score in August 2011

  24. Administrative Services Credential (ASC) Study Recommendations were be made to the Commission in October 2011 for information and in November 2011 for adoption Possible legislative action needed Advisory Panel to develop standards in 2012-13

  25. Years of Experience for Preliminary ASC Currently requirement of three years of experience in the schools • Commission approved change to five years of experience Commission approved criteria for an option for an employer to apply for a waiver of up to two of the five years

ASCProposed Regulations Portions of the regulations need to be updated due to other changes in regulations and statutes Require an individual to hold a clear or life prerequisite credential Increase the number of years of experience to earn the preliminary credential Public Hearing scheduled for December 2012

Adding a Teaching or Content Area to a General Education Credential Title 5 section 80499 allows a California general education credentialed teacher, without completing the full professional preparation program for the new content area or credential type, to • add an additional content area OR • obtain an additional general education teaching credential
