ECONOMIC PARTICIPATION • PREFERENTIAL PROCUREMENT BY GOVT FROM SMME’S – CURRENT NYC LOBBYING TO EXTEND POLICIES AND LEGISLATION TO MAKE PROVISION FOR YOUTH TAGETTING -QUOTA • THROUGH SMALL ENTERPRISE DEVELOPMENT AGENCY; ENSURE 30 DAY PAYMENT PERIOD IS OBSERVED INSTITUTIONAL ARRANGEMENTS • REVIEW OF STRUCTURES DELEGATED TO FOCUS ON YOUTH DEVELOPMENT AND EXAMINE MOST APPROPRIATE ARRANGEMENTS

  7. AREAS OF EMPHASIS • KHA RI GUDE MASS LITERACY CAMPAIGN: COMMEND EMPLOYMENT OPPORTUNITIES TO UNEMPLOYED GRADUATES; BT NEED TO MOVE BEYOND BASIC LITERACY AND NUMERACY TRAINING IN ABET. INCLUDE SKILLS TRAINING TO ENHANCE ABSORPTION OF ABET GRADUATES INTO JOB MARKET OR AS ENTREPRENEURS • COMMEND REVIEW HRDS BT EMPHASIS ON THE REVIEW IN THE EFFECTIVENESS OF SETAS IN THE SKILLS CHALLENGES OF THE COUNTRY ESSENTIAL IN THIS REVIEW

AREAS OF DEVIATION / EMPHASIS NATIONAL YOUTH SERVICE • DISSAPOINTMENT THAT NYS CONTINUES TO BE LARGELY PUNTED AS A SKILLS DEVELOPMENT PROGRAMME: ELEMENT OF CIVIC PARTICIPATION BEING DILUTED? • SUPPORT DEVELOPMENT OF YOUTH PLEDE IN SCHOOLS AND NYC TO PARTICIPATE IN DEBATE AND SOLICIT YOUTH INPUT • LINK THE PLEDGE TO IMPLEMENTATION OF NYS IN SCHOOLS, ESP IN SECONDARY SCHOOLS. PLEDGE COMMITMENT TO COUNTRY THROUGH SERVICE

INTERNATIONAL RELATIONS • 2008 YEAR OF AFRICAN YOUTH AS DECLARED BY AU • RATIFICATION OF AFRICAN YOUTH CHARTER BY SA STILL PENDING • 10 YEAR ANNIVESARY OF DIPLOMATIC RELATION WITH THE PEOPLE’S REPUBLIC OF CHINA • IN PARTNERSHIP WITH THE YOUTH DESK IN THE PRESIDENCY, THE NYC IS CO-ORDINATING THE YOUTH COMPONENT OF THESE CELEBRATIONS, INCLUDING A CULTURAL EXCHANGE PROGRAMME, FOOD AND WINE EXPO, AND YOUTH IN BUSINESS DIALOGUE IN SEPTEMBER 2008 BETWEEN YOUNG ENTREPRENEURS OF SOUTH AFRICA AND CHINA. CHALLENGE : FUNDING

REVIEW OF YOUTH DEVELOPMENT INSTITUTIONS • CONCLUSION OF THE NYDPF REVIEW TOWARDS A NEW YOUTH DEVELOPMENT POLICY • IN LINE WITH REVIEW DONE BY YOUTH SECTOR AND AD HOC COMMITTEE ON REVIEW OF CHAPTER 9 AND ASSOCIATED INSTITUTIONS AND REVIEW OF UYF BY NATIONAL TREASURY • MINISTER PAHAD ESTABLISHING COMMITTEE WITH ALL RELEVANT BODIES TO SPEARHEAD PROCESS • NYC ALSO EMBARKING ON OWN PROCESS • ASSESSING SHORT COMINGS THAT HAVE BEEN ENCOUNTERED IN THE SECTOR • ENSURING INSTITUTIONAL ARRANGEMENTS RESPOND TO MAJOR CHALLENGES IDENTIFIED IN NYP NOT BEING RESPONDED TO BY THE CURRENT INSTITUTIONAL ARRANGEMENTS FOR YOUTH DEVELOPMENT IN SA

CONCLUSION • CONTINUUM OF PRIORITIES OF YOUTH DEVELOPMENT AS IDENTIFIED IN NYP; ESP EDUCATION AND ECONOMIC PARTICIPATION • TIGHTER CO-ORDINATION WITHIN AND AMONGST YOUTH DEVELOPMENT MACHINERY • STRENGTHENED PARLIAMENTARY OVERSIGHT ON EXECUTIVE IMPLEMENTATION OF YOUTH DEVELOPMENT PRIORITIES AS ESPOUSED IN SONA AND AS IDENTIFIED BY YOUTH SECTOR THROUGH NYP
