  7. En suma, sobre bienes públicos para el desarrollo. El Gasto debe estar prioritariamente orientado a generar igualdad de oportunidades y movilidad social. Su financiamiento vía tributación debe atarse al nivel de gasto por un estricto cumplimiento de metas estructurales para el balance fiscal que mantengan credibilidad y eviten efectos pro-cíclicos. Cualquier cambio en el nivel del gasto debe hacerse en forma gradual para evitar deterioros en la calidad del gasto. Un aumento gradual y moderado de la relación gasto público a PIB se justifica si va acompañado de reformas estructurales que harían dicho gasto más eficiente.
