What’s the concerns /actions of road sector? • Keep the right pace of development (speed, quality, capacity, long lasting and sustainable) • Keep the maintenance on the right track (financing, institutional setup, system reform) • Speed up rural road construction (plan, financing, institutional setups) • Developing the national expressway system (plan, financing, institutional setups) • Develop the regional integrated road network and service (plan, financing, mechanism) • Improve the transport service with the updated infrastructures (plan, facilitating policy, passenger and freight transport facilities)

  10. What is the missions like in the future? • Expressway: 30,000 existing, add 3-5000 km/year, totaled 55,000km by 2010, and over 80,000km by 2020 • Rural roads: add 30,000-50,000 km/year • Investment needs: about 40 billion us$/year in the next 10-15 years

  11. key experiences / lessons to share • To be rich, build road first (farmers in China said) • Toll road – the “secret” of road development in China • Decentralization/centralization: incentives, accountability, funding, efficiency; coordination, plan, standards, regulation • The role of public/private sector: public goods, characteristics; funding, operating, cost saving, efficiency, market forces • Solve problem at the right stage: planning, design, construction, maintenance • Develop in a coordinated and systematic way: system optimization; lessons of overloading and maintenance • Programming selectively: prioritization of various needs, scarce resources, it makes difference
