Types of Federalism • Regulatory Federalism: • Professionalization: encourages the creation of state bureaucracies and institutions to implement programs • Mandates: Congress creates laws specifically to give new duties or standards to states. • Penalties: National government can remove funding to states in order to encourage adoption. • Funding: Can provide matching or more-than-matching funds for states that implement programs or meet minimum standards. • Americans with Disabilities Act

Types of Federalism • Fiscal Federalism: • Revenue Tools: Which types of revenue raising work best for state, local & federal government? • Spending Tools: Which area of government should have most discretion over programs? • Grants / Transfers of Money: • Block: General area of spending specified, but no guidance. • Categorical/Formula: Divide up money based on targets, need, or programs in an area of interest. • Project: Usually guided by application process, give set amounts and includes active monitoring. • Revenue Sharing • Earmark Grants
