  2. Grassroots Innovation • Rooting innovation in local problems, resources, capabilities and socioeconomic conditions • Solution not available & not affordable by large section • To improve livelihoods and promote sustainability • Requires adaptable, locally inclusive policies

Commercializing Grassroots Incubation • Captures unmet need of large section, hence building a value chain around it is necessary • Gov. help needed in three steps: • Recognizing • Stabilizing • Distribution • Benefits to be passed on to the incubator to encourage such behavior • Sufficient capital through appropriate risk sharing to co-operatives

Need for change in policy in India • Duality in innovation policy in India • Resources dedicated to linking R&D to large scale industries • Cottage industries: S&T for rural development aimed at finding solutions through R&D for problems faced by rural communities • Current focus: R&D for new innovations that may solve problems in rural areas • Required: R&D on innovations existing in rural areas • Large companies - Masters of incremental innovations • Radical new products are brought to market by SMEs

  5. Policy changes • Intellectual Property – allowing innovators to benefit from it • Reward researchers working with local communities • Community allowed to control both the process of innovation and the distribution of outcomes – simplify the process • Encouraging Innovation networks • Honey Bee Network • Centre of Science for villages • Low interest rates on loans to innovators
