  1. “Northern Ireland Police Force: How much has positive action helped to restore a divided community?” Tim Cunningham Committee on the Administration of Justice (CAJ)

  2. The Agreement and A New Beginning to Policing…. “We have opted for a recruitment profile of 50% Protestant, 50% Catholic over a ten year period (which reflects the demographic breakdown of people now in their twenties, or who will reach the age of recruitment over that period).”

  3. The Agreement and A New Beginning to Policing…. “We recommend that all candidates for the police service should continue to be required to reach a specific standard of merit in the selection procedure. Candidates reaching this standard should then enter a pool from which the required number of recruits can be drawn.”

  4. EQIA of PSNI Recruitment When all applicants are considered, 18 per cent of those from a non-RC community background entered the merit pool compared with 11 per cent of those from a RC community background.

  5. EQIA of PSNI Recruitment Community Background Summaries by Stage Non-RC RC Applications 63.53% 34.4% Pass IST 67.6% 30.8% Pass AC 72.2% 26.7% Medical Pass 73.8% 25.1% Final Merit Pool 74.58% 24.52%

  6. The effect of 50:50 “The current composition figures show the percentage of Catholic regular officers at 22%, an increase of 14 percentage points since 2001.” (Northern Ireland Policing Board Annual Report July 2007)

  7. Not all good news…. “132 officers recruited between 1 January 2001 and 31 December 2006 have left. Of these 132 officers, 40 (ie 30%) were Protestant, 89 (ie 67.4%) were Catholic and 3 non-determined.” (Letter from PSNI to CAJ Freedom of Information request, March 2007.)
