  3. Where Are We Now? The Big Picture on Congestion • Forbes.com ranks Atlanta as the #1 worst city for commuters • Gridlock costs our citizens in wasted gas, lost wages and less productivity, not to mention time spent away from our families. This is a total cost of $1.75 billion a year. • This does not include lost business opportunities: • Atlanta Business Chronicle Headline, March ‘07: “City's bid for corporate HQ lost in traffic” • Atlanta has lost at least 3 Fortune 500 proposals since Newell Rubbermaid: Chiquita Brands International, MeadWestvaco Corp and the former Kmart Holding Corporation

  4. What is the Process? Taking advantage of private investment • Public-Private Partnerships have proven success • An estimated $185 billion in private capital is looking to be invested in public infrastructure • Other states have won with Public-Private Partnerships: • Virginia:$3 billion Capitol Beltway project • Texas: A PPI on State Highway 131 which will bring in $4.6 billion in revenues to be used for other transportation projects • Indiana: $3.8 billion for the Indiana Turnpike • Illinois: $1.8 billion for the Chicago Skyway • Georgia:$0

Local Option Funding • A regional funding mechanism (TSPLOST) is a valuable tool that should be an option for our state • Effective TSPLOST must encompass three points: • Focused on end result of reducing congestion • Statewide perspective • Consensus from business community and legislature • As business leaders, you should have a say in how any local TSPLOST plan operates

  6. What is the process? • Set up a mechanism to drive congestion relief that makes the most efficient use of all funding sources • Identify key congestion relief projects that are in the state • Empower SRTA to implement those projects that have been identified as top priorities
